May be for sole purpose of highlighting the C-130 fiasco though it does not make sense otherwise to ACM having in ceremony with Health minister...But diplomatic front is handled by Armed forces most of the time due to lack of interest by politicians.

Quite possibly, it was a delegation, and not just the Minster of Health, that is the only thing that makes sense to me.

Difficult to digest ..A mere metaphor or an idiom or phrase can be slip of a tongue but a complete sentence with specifics is something more , i believe...
