Former Algerian officials questioned over corruption: TV

ALGIERS (Reuters) - Two former powerful Algerian officials and a prominent businessmen were questioned in courts on Sunday, state TV said, over accusations of corruption in the ruling elite under ex-president Abdelaziz Bouteflika.

Protesters and the army drove Bouteflika to resign on April 2 after two decades in power, but pressure has continued for the departure and prosecution of senior figures around him.

Among a plethora of ongoing cases, former finance minister Karim Djoudi appeared before the Supreme Court on Sunday, while former prime minister Ahmed Ouyahia was in another Algiers court, both over corruption accusations, state TV said.

Mourad Eulmi, head of the Algerian family-owned firm SOVAC which runs an assembly plant with Germany’s Volkswagen AG, was also questioned in the same court as Ouyahia.

State TV gave no more details and there was no immediate statement from the men or lawyers representing them.

The army is now the main player in Algerian politics and its chief of staff Ahmed Gaed Salah has urged the judiciary to speed up the prosecution of people suspected of corruption.

The court cases have not dampened the zeal of protesters pushing for radical change and a clean break with those who have governed since independence from France in 1962.

Djoudi served as finance minister under Ouyahia from June 2007 to May 2014 when he resigned on health grounds, before being named Bouteflika’s adviser for the past two years.

Bouteflika’s youngest brother, Said, and two former intelligence chiefs are in custody accused of “harming the army’s authority and plotting against state authority”.
Other prominent businessmen have also been detained at a prison in Algiers over corruption allegations.

Protesters are now seeking the departure of interim President Abdelkader Bensalah and Prime Minister Noureddine Bedoui, whom they view as part of the establishment.

Authorities have postponed a presidential election previously planned for July 4, citing a lack of candidates.
No new date has been set for the vote.

This is the second time Ouyahia has been questioned since the Supreme Court last week ordered his detention as part of another investigation into alleged corruption.

ALGIERS (Reuters) - Mourad Eulmi, the head of the Algerian family-owned firm SOVAC which runs an assembly plant with Germany’s Volkswagen AG, was questioned in court about corruption accusations on Sunday, state TV reported.

Eulmi was arrested by police last week during a series of anti-graft investigations ordered since protests broke out this year demanding the departure of the ruling elite.

The TV report did not give any more details about the case and there was no immediate statement from Eulmi or any lawyer representing him.

One source said that the contract is worth about 1.8 billion and covers 16 Su-30MKA (the Algerian version of the Su-30 MKI) and 14 MiG-29M/M2 aircraft. Another source stated, that the deal would be worth more than USD 2 billion, when weapons and other equipment are added.

Algeria orders more Su-30, MiG-29 fighters from Russia

The Algerian Air Force will be receiving additional Su-30MKA and MiG-29M/M2 fighters from Russia after contracts worth nearly $2 billion were signed.

Russian daily newspaper Vedomosti on 9 September reported that Algeria had ordered an additional 16 Su-30MKA aircraft, joining the 58 already in service, and another 14 MiG-29M/M2 aircraft. Both purchases are worth around $1.8 billion, but the value could exceed $2 billion if weapons and equipment is added.

The agreements were apparently reached at the MAKS Moscow Aerospace Exhibition last month by Algeria’s Chief of Staff of the Air Force, Major General Hamid Boumaiza.

Algeria is looking to replace some of its 36 obsolete MiG-29s it bought from Belarus and the Ukraine in the early 2000s and which will be retired around 2020. Algeria also ordered 34 new MiG-29SMTs from Russia, but due to quality problems Algeria refused further deliveries after 15 had been received and Russia instead supplied Algeria with 16 Su-30s.

Algeria received its most recent batch of Su-30s in 2016/17. The Su-30MKA operated by the Algerian Air Force is a specialised variant of the Su-30MK fitted with a mix of French and Russian avionics. The former includes a head-up and multifunction displays manufactured by the Thales Group and Sagem of France.

The MiG-29M (and two seat MiG-29M2) is an improved version of the MiG-29 featuring longer range due to increased internal fuel, a lighter airframe, slightly more powerful and improved RD-33MK engines, an in-flight refuelling probe, multi-function displays in the cockpit and improved avionics.

In 2016 it was reported that Algeria was interested in acquiring Su-34 strike aircraft from Russia but it seems little came of those discussions.

Algerian Su-30s spotted on Russian production line

Russia’s Irkutsk Aviation Plant is presently manufacturing Su-30 fighters for the Algerian Air Force, after it placed an order for another 16 aircraft.

At least four Algerian Su-30s were recently seen at the plant. This comes after Algeria ordered $2 billion worth of additional Su-30MKA and MiG-29M/M2 aircraft in 2019.
