Japan OKs Use of Aid For Foreign Militaries

We know that Japan has a pacifist constitution after WWII. That its military is only for defense only. It seems that is getting more active in the military side recently. Based on the report, the assistance is only for non-military activities like disaster relief.

Even if it is still within pacifist bounds, what do you think will be the impact of this modified charter on the Asian region? Military wise? Report here.

This has nothing to do with their military. It even says this in the very first sentence that "Japan's official development assistance can be used to support foreign armed forces in noncombat operations such as disaster relief, infrastructure building and coast guard activities."

So basically they are allowing their government to give financial(?) and material aid to OTHER military forces.
The Japanese navy has been active in all sorts of things, for example anti-piracy in the Gulf of Aden.

Japan is a demilitarized country, they are banned from directly engaging into war by their constitution and providing military aid to ally countries is Japan's way of keeping their own safe. We can say its their contribution since they are not allowed to fight battles. I also think that Japan is a practical and well disciplined country, they would rather focus on the development of different things that will benefit their people. And regardless how seemingly interested or involved with military concerns the country has become, they only do what they must without being biased and still maintain their law.
