Since the UN has already imposed the necessary sanctions, the Philippine government has made it a point to confiscate the said vessel and put a stopper to the malicious designs the North Korean government had in mind. Is it eyeing the country's resources or snooping around (given the fact that the Philippines has a strong alliance with the United States)? Whatever is their reason, we all know which one's on the losing end.
