Terrorists are very creative and versatile and are always researching and studying new tactics to strike where least expected. I envisage a scenario of a team of sea divers with a high explosive suicide vest and or high calibre weapons storming into a beach or naval facility and wreaking havoc. It gets worse if it is a seaside metropolis. A form of this suprise attack was carried by jihadists from Pakistan when they attacked Mumbai in India though this time they were less discrete and arrived in dinghies.

I'd think such terrorism is a lot less common than on land. Since open sea makes it harder to be a surprise attack compare to on the busy streets. Yes, they can do some damage when they truly catch other ships or people off guard, but it is a lot harder to approach other ships unnoticed. Storm a naval facility is even more difficult when there are patrols. On the streets, the terrorists could just pose as common people driving cars and trucks, and they are able to get to right next to you before make a move. On the sea, you'd notice speed boats from a long distance.
