I've read in the news following sentence:
"One third of Russian soldiers did not cross the border, and that's not irrelevant"

This means 2/3 of deployed military is inside Ukraine, while 1/3 is in reserve waiting behind borders, ex. in Belarus, Russia and Crimea.

What does the news writer mean by "not irrelevant", how significant is the remaining 1/3 reserve and how good or bad for Russian military is that 1/3 is behind the borders waiting?

Is more soldiers behind borders better or worse and why?
