Regarding F-22s - there are only 100 F-22s that are combat capable and usable at any given time. You need a minimum of 3 squadrons to cover the continental USA & Alaska. That is, 54 aircraft. This leaves about 45 aircraft - 2.5 squadrons for foreign expeditionary warfare.
1 squadron is a must for Japan, and you have one squadron for the ME. That leaves only about half a squadron of F-22s that are free for any eventualities.
The Russians are playing an interesting game with the USAF in Syria. They are constantly threatening their designated airspace, forcing a large large sortie rate for USAF fighters. This is, over time significantly wearing down USAF capabilities in the region.
Meanwhile, with the large number of videos the Russians are taking out of F-22s in their gun sights, USAF supremacy has never been weaker since the fall of the Berlin wall.
Interestingly, J-15s in Pakistani service could play a very similar role to the F-22s in US service - the King pin, that breaks the wall down. A strategic force multiplier.
