Reaching mumbai should not be a priority.Instead elminating the surface assets present in the theater is more useful.Destroying popluation centers just brings bad publicity.

In case of an active conflict all assets will be deployed and what's left include oil farms and the general population. targets not worthy of a strike package and targets so big that CMs are of no use.The only useful targets are harbours but again they are huge .India has the benefit of multiple ports hence this strategy doesn't work on them.However the strategy works on Pak as was evident in the Karachi blockade and what happened during it

Destroying an entire base is not the work of CMs that a normal strike package would carry.you need 2000lbs bombs to create sizeable damage

We don't necessarily have to go full pearl harbour on the base, but disable enough assets and operations to make a substantial difference. More importantly, we force India to thin out its air defences to protect a vast coastline.

For that first a SEAD package is sent to make the incoming CM strike useful otherwise its just target practice for the SAM systems unless a saturation strike is pulled off
