As far as I can tell there are quite a few armed forces that accept foreigners.

USA: Permanent Resident (green card) can join.
France: Foreign Legion
Russia: Pretty much anyone with language skills can join nowadays?
Ireland: People with an EU passport can join.
Belgium: People with an EU passport can join.

Are there any others out there?

Australia allows permanent residents to join the army but they must be willing to apply for citizenship.

Bangladesh allows Palestinians to join their army. But not other foreigners.

Canada hires non-Canadian pilots. So technically they too, allow foreigners into their army.

Israel recruits non-Israeli Jews to join their army. While they are Jews, I consider a non-citizen a foreigner.

Pakistan recruits Arabs.

Britain allows some commonwealth and dependency nationals to join. A recent TV documentary series following the British Green Berries showed a Maltese guy (didn't make the grade in the end and quit, but that's another story).
