Here is a NY Times OP that mentions 20k troops as far back as 1981

There are Pakistani military missions in 22 countries, with the largest contingents in Saudi Arabia, Jordan, Libya and Abu Dhabi. In all, analysts here believe, there are nearly 10,000 Pakistanis serving on foreign soil in addition to the contentent for Saudi Arabia, which is said to involve up to 20,000 men.

As far as i know - yes, but you can confirm from elsewhere also..

I also know that new postings from Pak to KSA have been stopped in certain cadres.

It's not like that build up usually in steps. Targets find theior balsstic missles factories along low band radars with oilkeron gunns to shoot drones I still doubt theior ground capabilities.
