Unfortunately, he is. He has no understanding of the rule of law; to him, it is a question of whether or not he can get his way, and 'his way' is a collection of the prejudices that he was trained to believe are absolutely correct solely because he, and others of his way of thinking, hold to them. You can't reason with this; you can't explain the law to them; you can't explain the balancing of the will of the majority with the rights of the individual (minorities are collections of non-majority individuals).
