James Clapper, the director of US national intelligence said that China will be able to project “substantial offensive military power” from the artificial islands it has built in the South China Sea’s disputed Spratly Islands within months. This was contained in a letter to John McCain, chair of the U.S. Senate Armed Services Committee. China will be able to deploy a range of offensive and defensive capabilities based on the scopr of constructions on the said artificial islands.

China is going along its merry way and there is no one to stop it's incursions in the South sea whether legal or otherwise. What the Philippine should do is to seek to come to an agreement with China to share the resources of the disputed islands. I don't think that there is anything to lose if the should try extending the olive branch.

Of course. India has had to dismantle Chinese military installations like that multiple times. I mean the Chinese can contruct structures really quickly and these are not weak structures either. Think about it, even a short runway or a couple of silos can be constructed within hours thanks to Chinese tech. And you really won't be able to do much once that happens.
