If China and Russia were allies in the past, a new pact will draw the allies even closer.

The Deputy chief of Joint Staff Department of China's Central Military Commission met Russia's deputy Defense Minister and the two sides agreed to boost military cooperation.

the two sides are both facing with a more complicated international security situation and closer mutual cooperation is in need.

Antonov praised the effective cooperation between the two defense ministries and expressed the willingness to join hands with China in the fight against security threats including terrorism.
I'd like to see them team up to fight terrorism though it's obvious the threat that concerns them isn't ISIS or any other terrorist organization.

The fact remains that the world being unipolar as currently constituted is becoming a dangerous place through unintended actions. The intervention of the Americans in Iraq had the domino effect of giving rise to ISIS. Same case with Libya. Paradoxically, their non intervention in Rwanda and Syria has been tragic. This is not the era of the Cold War and the risk of a major conflagration is not imminent. I suspect that China and Russia are trying to create an alternative to the current world order. The problem is that they aren't known to back the oppressed or those on the side of justice. Their ambition remains to be seen whether it will work positively or otherwise.

Actually China is against any form of alliance. Their official statement called it "cold war thinking". So they are not in any form of military alliance. All the cooperation they do is focused on economy (business) and maybe a few votes at UN. Nothing more.

China and Russia had formed a Shanghai Cooperation Organization (SCO) years ago. Russia want to accept more members quickly, to boost this "alliance" power to counter the US influence in the area. China refuses and want to limit the cooperation in economics and counter-terrorism. Iran and Pakistan both wanted to be in SCO for years, and they are still not officially members yet.

I think somehow China see "alliance" and particularly military alliance as some form of unethical gang. That's why they do not want SCO to become a counter-balance to NATO or even follow the path of NATO.

The so called boost military tie is simply for more military exchange programs. There is nothing about military cooperation on the level of conflict.

China and Russia are probably seeking to create an alliance to counter NATO. There have been recent developments where the US is seeming to want to get involved in the China sea issue where China and some countries in that region are at odds. There is also the issue of NATO's military installations in Roumania which has infuriated Russia. Therefore, incidences like these may contribute to these two countries moving to form this alliance.
