I believe you are referring to rare earth metals. China used to corner 95% of the world's market on rare earth. However, they only controls 60% of the world's reserve. They only cornered the market because of the cheap price and lax environmental rules.

The US has plenty of rare earth in California. The production was shut down years ago because of the environmental concerns as well as the higher production cost.
