Conflicting ISIS report? Foreign fighter numbers up?

I have seen a report that is the opposite of the ones have seen in the forum. Foreign fighter numbers are up. I mean, why? What could push a person to join the group that caused so much innocent blood to flow? How would the world react to this?

I hope that this does not continue. Here is the report.

I know that a lot of people from the country where I live (Bosnia) are leaving to join IS. They're mostly Muslim by birth but some are recently converted Christians. Mostly, they are, completely brain washed fanatics with the only reasoning and goal they have is dying for their cause. As far as I am aware Bosnia, Kosovo and Albania are the biggest training camps for extremists in Europe. Many mujaheddin came during the Yugoslav wars (90's), did unbelievable crimes and were allowed by the Muslim authorities, after the war, to stay in Bosnia. Every day more and more come, they train and are sent on ''missions'' all over the world.
