Duty of Pakistan's every government

Here in this thread we can discuss every thing, which Pakistan need to be done by every government. These duties must be fulfilled by every government, no one is hide behind any excuse. In my opinion these points should be implemented on emergency basis, because country needs them immediately.

1. Education.
Education for mass population must be the first priority. For that purpose all mosques must be use as a schools after fajar prayer,till the Duhar prayer. All secondary school must upgraded to intermediate level so after finishing the school students directly goes to university. Every school syllabus must includes technical and vocational training. So if any student want to work, due to its financial situation. Just after training he can start his own small work. E.g tailor shop, electrical workshop, wood workshop, welding shop, mobile repairing shop. Girls can do the same in house tailoring, embroidery, small food item making. On the other hand every government must set high bar of 15%increase in literacy percentage of country.and govt's duty to open 5new university every year in backward towns. So the population flow to main cities would be stopped.

2.Agriculture and water resources

New ministry must be drawn. Because agriculture and water resources are must for each other. So increasing population must need food. For more food we need new agricultural land. It must be prohibited that no agricultural land can be converted for any housing purpose. And every government must keep a watch on it.new water reservoir must be constructed and they also have to complete last govt's reservoir. And most of the dams took 10 years time for completion.so no excuse would be use by any government. And every provincial government has to PCC fix 500km canal in its turn. So the irrigation gets better by every year. Barren land of Baluchistan , south punjab, interior sindh must be divide into farmers who don't own any land.so every one join the journey of national prosperity.

3.Industrial development
Every government must take steps to make country more industrial power. Government take a look and set a five year plan to reduce the imports and raise the national production. So in every 5years imports bill goes down and exports goes high and our trade start giving us foreign exchange. Not loosing the funds like today.

4.Defence development
For country strong defence every government must take some steps . First we have to focus on the engine development for our logistics like trucks, jeeps, armour cars, then we must move to tanks engines. Then next logical step would be engine manufacturing for dual purpose, for merchant navy, Pakistan navy frigates and other battle ships. And turbine development for hydro electric power and for fighter jets . Every step must take by the respected government to JV with friends like China , Turkey , Ukraine , Russia , USA , GCC . Take the friends onboard and don't try to fly solo. JV are best option for Pakistan.

I would like to add two things:

Yes Sir, health care at primary level must be free of cost and at best level.private sector must be come forward . All doctors must be force to perform duty minimum 1 year in backward area so they will get the practice license. Otherwise no practice allowed by govt.

Research and Development
5 new institution must be raise in following discipline
A ) Military grade engines and logistics vehicles.
B ) special metal for military purpose. ( Non magnetic steel, Composite material fore aero use)
C ) Aero engine development
D ) Dual purpose use electronic
E ) passenger jet research and development for dual prupose.

Every university must have engineering research and development section otherwise no grants for that university.every university get annual grant on its new product development quantity.
