Now Rolls Royce could do it.

Germany has always been reluctant when it comes to cooperation with Islamic countries. Rolls Royce undoubtedly will do it and most likely wins the bidding. The question here is does turkey have any future plan regarding an indigenous jet engine?

The Germans made a shot in their own knee. Maybe Turkey made a sneaky plan to eliminate German contribution.
From the beginning Turkey wanted not an "upgraded" but new engine.
