F-16 takes out Cessna

FAA: F-16 jet, Cessna airplane collide in Berkeley County - Post and Courier

My guess would be the jet pilot just did not see the Cessna which makes him more culpable? A guy flying a little Cessna isn't going to see, let alone be able to actively avoid, a fighter jet.

At first I was gonna say the F-16 pilot was attempting to buzz the Cessna but the article says that the F-16 hit the Cessna broadside and that the Cessna had climbed shortly before impact. Could the F-16 have been making a run on his home base? If so, what was the Cessna doing near the pattern? Another question is surely the F-16 had picked up the Cessna on his radar? How about the radar at his home base?
