The first Russian S-400 missile system is planned to be delivered to Turkey in 2019, Defense Minister Nurettin Canikli said on Nov. 22.

Speaking to the parliament’s Planning and Budget Committee, Canikli said the agreement for the procurement of the missile system was signed and two S-400 systems, with one being optional, would be procured as part of the agreement.


“The first delivery of the S-400 air-defense systems is planned to be accomplished in 2019,” the defense minister said.

“Once these systems are received, our country will have secured an important air defense capability. This solution aimed at meeting an urgent need will not hinder our commitment to developing our own systems,” he said.

Turkey has been in negotiations with Russia to buy the S-400 for more than a year, a decision seen by Washington and some of its other allies in NATO as a snub to the Western military alliance.

Turkey has also had talks with the Franco-Italian EUROSAM consortium on developing its own missile defense systems, after signing a memorandum to strengthen cooperation on defense projects between the three countries, Canikli said.

“With the memorandum in question, Turkish, French and Italian firms have started cooperation to identify, develop, produce and use a more advanced version of the SAMP-T [missile system] in a common consortium,” he said.

Turkey aims to bring talks with EUROSAM to a “definitive end” soon, Canikli said, adding that Ankara aims to finalize the deal by the end of 2017 at the latest.

US arms provided to YPG ‘could furnish an army of 30,000 troops’
Canikli also said the weapons provided to the Syrian Kurdish People’s Protection Units (YPG) by the United States could furnish an army of 30,000 troops.
“These weapons will turn on us one way or another. Any location, any point the YPG terrorists are placed at poses a threat to Turkey,” he said.

Although Turkey conveyed its unease at Washington for arming the YPG fighters, Canikli said they have observed an increase in arms support, both in terms of quality and quantity, to the Syrian Kurdish group which Ankara assumes to be an offshoot of the outlawed Kurdistan Workers’ Party (PKK).

The U.S. suggested that the majority of those transferred to Syria were for use by U.S. personnel, Canikli said, expressing his suspicion for this argument since the American army has 500 troops in the war-torn country according to the figures provided by U.S. officials.

The minister also said he delivered all the documents proving “all the organic relations between the Syrian Kurdish Democratic Union Party [PYD] and the PKK.”

Elaborating on the purge within the Turkish Armed Forces after the July 15 coup attempt, Canikli said a total of 8,570 personnel from the military were discharged after they were “determined to have organic links” to the Fethullahist Terrorist Organization (FETÖ).

Russia could deliver 4 S-400 batteries adhoc. Together with S-400 batteries other defence systems to protect them as well as EW systems could be deployed with Russian soldiers in Turkey. Details are negotiated.
2 - batteries to be deployed at Syrian border, 1 at Marmara region, 1 towards Med and 1 towards Black Sea.
Complete delivery will be finished 2019. Russia agreed to share technology.

Minister for foreign affairs denied that Russian will get bases in Turkey.

Minister for FA announced today, that the contract could be signed this week. But he denied, that Russian will get bases in Turkey ....but very..important but , he said that Russian military and civil personal to erect missile sites, training Turkish military will be welcome, cause system is very complex and new field for Turkey.
In this morning leaked information was written, that additional systems would be delivered to protect missile sites vs. missile attacks and EW.

MOSCOW (Reuters) - Russia will supply Turkey with four batteries of S-400 surface-to-air missiles for $2.5 billion under a deal that is almost complete, Sergei Chemezov, head of Russian state conglomerate Rostec, told the Kommersant daily on Wednesday.

The deal has caused concern in the West because Turkey is a member of NATO but the Russian missile system cannot be integrated into NATO’s military architecture.

In addition, relations between Moscow and the Western military alliance are strained, in part because of Russia’s annexation of Ukraine’s Crimea peninsula.

Turkish Defence Minister Nurettin Canikli said Ankara would purchase two S-400 systems and four batteries and that all agreements were made, the state broadcaster TRT Haber reported.

Turkey will pay 45 percent of the cost up front with Russia providing loans to cover the remaining 55 percent, Chemezov said. Moscow expected to begin the first deliveries in March 2020, he said.

Chemezov told Kommersant that Turkey was the first NATO member state to acquire the advanced S-400 missile system.

He said the Russian and Turkish finance ministries had already completed talks on financing the deal and that the final documents just needed to be approved.

Turkish Defense Minister Nurettin Canikli said on Dec. 27 that a deal was reached with Russia over the purchase of two S-400 defense missile systems and four batteries, confirming a top Russian representative’s comments.

Russia will supply Turkey with four batteries of S-400 surface-to-air missiles for $2.5 billion under a deal that is almost complete, Sergei Chemezov, head of Russian state conglomerate Rostec, told the Kommersant daily on Dec. 27.

Chemezov told Kommersant that Turkey was the first NATO member state to acquire the advanced S-400 missile system.

He said the Russian and Turkish finance ministries had already completed talks on financing the deal and that the final documents just needed to be approved.

Canikli confirmed the report, noting that Ankara would purchase two S-400 systems and four batteries and that all agreements were made, state-run Anadolu Agency reported.

He said that the financial aspect of the contracts was the last hurdle that was needed to overcome in meetings between the two countries and all agreements were made.

“Do we use a loan? Or finance the deal by ourselves? In the end we have agreed on covering some part of the deal with credit after negotiations. Other than this, the deal was already finalized,” he told reporters in Tunis.

Russia’s President Vladimir Putin and his counterpart Recep Tayyip Erdoğan had discussed the deal during Putin’s visit to Ankara early in December.

The agreement to purchase the latest Russian surface-to-air missile defense batteries is Turkey’s most significant deal with a non-NATO military supplier, and comes amid strained relations between Ankara and several Western countries.

Turkey’s decision to buy the Russian system has raised hostility from NATO members, with the Pentagon saying previously that “generally it’s a good idea” to buy equipment that is interoperable with the military alliance’s other systems.
