Caracal firearms manufacturer based in United Arab Emirates has signed a Memorandum of Understanding (MoU) with Indian Company MKU for strategic co-operation to manufacture the CAR 817AR assault rifle in India. The CAR 817AR is a center-fire, gas operated, rotating bolt system assault rifle, chambered in 7.62 NATO / .308Win.

The weapon is available in semi-automatic and select fire configurations. The operating system is a short stroke pushrod gas piston system. The gas systems are controlled by an adjustable gas valve with two positions.

Position one is for normal operation.
Position two is for normal operation with a sound suppressor affixed and allows cycling of the action.

The weapon is available in various barrel lengths 12.5”, 14.5" and 16” Carbine Rifle.

It's rather a large market. Who is it intended for? There is a huge amount of procurement due to happen for the Army, at two distinct layers, due to the sheer numbers, but they have in mind an entire system: details have been discussed to death elsewhere. Apart from that, the various border formations - too many - need updating and re-arming; even one of them could generate enough demand for such an MOU to be justified. Third come the central armed police forces, the CAPF, mainly the CISF and the CRPF. Finally, there are the SWAT teams and similar being formed or re-oriented from the former counter-insurgency forces under the state police forces.

Is this purely speculative, or does MKU have a customer already?

Since India is ditching the INSAS I could assert the CAR 817AR is going to the army.

They haven't made up their 'minds'yet, AFAIK. If the collaborator had been Anil Ambani, it would be an open-and-shut case. As it is, what's happening is not very clear.

Also, in brief, the Army is planning to buy in two segments: very effective weapons for green berets, the fighting echelons, and a lesser spec. for the blue berets, the services echelons.
