KARACHI: The Federal Investigation Agency (FIA) has arrested a key operative of a sleeper cell of Indian prime intelligence agency, Research and Analysis Wing (RAW), FIA officials said on Saturday.

“The anti-terrorism wing of the FIA has arrested Asif Siddiqui, a key member of RAW sleeper cell from Karachi,” officials said.
The arrested man was a Grade-17 government employee and was involved in sending information about security agencies to India in emails, officials claimed.

The accused was also sending photographs of sensitive security places and other details to India in emails, officials further said.

Asif Siddiqui was also involved in transfer of arms and ammunition, FIA officials said. “He is affiliated with MQM’s London group,” officials claimed.

The accused was employed at SITE in Karachi and the FIA further inquiring into the matter, officials said.

It is pertinent to mention here that the Police had recently claimed arresting Shahid Ilyas alias ‘Muttahida’ and two accomplices in Karachi allegedly affiliated with the Indian spy agency.

Additional Inspector General (AIG) Ghulam Nabi Memon in a press conference said that the arrested person identified as Shahid alias Muttahida is the head of RAW’s terror wing.

Memon detailed that police forces conducted separate raids on a tip-off and arrested the terrorist and his two accomplices for running a terror network linked with RAW in Karachi. Besides making the arrest, the raid team also recovered two mortar launchers, nine rocket launchers, rockets, hand grenades and modern weaponry from their possession.

“The accused person is connected with the RAW network to carry out terrorism activities in Karachi. Shahid Ilyas is associated with Muttahida Qaumi Movement London
(MQM-L). He received money through Hawala Hundi from India, whereas, these people are also involved in distributing money to other terrorists.”

While making more revelations about the terror network, AIG Memon said that the accused persons were involved in providing intel-based information to a person traced as Mehmood Siddiqui in India.

Hawala Hundi business is curse for Pakistan.
ex President Pervez Musharraf killed it during his rule, by introducing banking alternative, which was essentially official bank to bank transfers by simply converting the currencies to local currencies at better exchange rates.
Zardari killed that system and it remain suspended during all the era of democracy... including present rule.

A policeman has been arrested in Karachi for his alleged links with Indian intelligence agency RAW.

Syed Musavver Ali Naqvi
was posted as an ASI for Special Branch Intelligence. He was on surveillance duty at the Karachi airport.
The FIA said that he was recruited by the Sindh police in 1991. He even went to India for training in 2008.

Naqvi reportedly was working for MQM-London too. He is accused of facilitating many targeted killings among other crimes.

An Additional Sub-Inspector (ASI) of the Karachi (Sindh) Police has been taken under arrest over allegations of having links with Indian spying agency, RAW, ARY News reported on Monday.

According to details, the accused was caught from Gulistan e Jauhar area of the metropolis.

The arrest was undertaken by local police officials along with the Special Services Unit (SSU) of law enforcement.

It has been revealed that the detained officer was found involved in acts of terrorism in the country and was also an active member of a team of the city’s target killers.

The police official was currently performing his duties at the Shahrah e Faisal police station in Karachi and was a resident of Gulistan e Jauhar.

Two hand grenades have been recovered from the residence of Shehzad Pervez who is being claimed as an important member of the notorious’Mehmood Siddiqui Group’ which is touted to have strong connections with Indian spying agency, Research and Analysis Wing (RAW).

The group has been revealed to have been performing under the patronage of Muttahida Qaumi Movement London (MQM-L).

FIA arrests manager of money exchange company accused of funding RAW
The anti-terrorism wing of FIA the arrested accused linked to the international secret network of Hawala Hindi, during an operation in the Saddar area of Karachi.

The Federal Investigation Agency (FIA), in a major breakthrough, arrested the manager of a money exchange company on Friday which is accused of providing financial help to agents of the Indian intelligence agency Research and Analysis Wing (RAW).

The anti-terrorism wing of the FIA arrested Yaseen, an accused linked to the international network of Hawala/Hundi operators during an operation in the city's Saddar area.

The accused was allegedly distributing funds to RAW agents in Karachi.

According to the authorities, Yaseen was arrested after his whereabouts were revealed by the suspects who were apprehended by the FIA a day earlier.

According to the FIA, money was being provided to anti-state elements through a secret international network of Hawala/Hundi operators.

FIA officials said a laptop and mobile phone were recovered from the suspect's possession, while raids are being carried out in search of other suspects linked to the Hawala/Hundi operators network.

Officials said that the details of the suspects have been provided to airports across the country.

FIA arrests RAW agents from Karachi
The Federal Investigation Agency (FIA) on Wednesday arrested a suspect for committing targeted killings and being involved in bombings at the behest of Indian intelligence agency RAW.

According to FIA officials, the suspect, identified as Zafar Khan, was a member of the Karachi fire brigade and had been in India for 14 months where he had received training and is an expert in making bombs and using advanced weapons.

Moreover, FIA officials said they had also arrested two members of a money exchange company who were allegedly part of a RAW sleeping cell. The two suspects were sending money to anti-state elements through Hawala and Hundi.

“Information of others involved in the activities have been sent to all the airports in the country,” officials said, adding that laptop, phones and guns were recovered from them.

A case has been registered against the suspects and an investigation is underway, officials added.

Pakistan to provide third consular access to Indian spy Jadhav
Pakistan has decided to provide third counsellor access to Indian spy Khulbushan Jadhav, said the spokesperson for the foreign ministry on Friday.

The spokesperson also shared that Islamabad has informed New Delhi about the decision, adding that Pakistan has also suggested providing the consular access without the presence of security personnel.

“Pakistan is awaiting India’s response,” said the spokesperson of the ministry.

The development comes a day after Pakistan provided the second consular access to Jadhav.

However, Foreign minister Shah Mahmood Qureshi on Thursday said India's ill-intentions were revealed when Pakistan provided New Delhi's diplomats uninterrupted consular access to RAW spy Kulbhushan Jadhav for a second time today at the country's own request, but they left without meeting him in Islamabad.

The foreign minister had said that Jadhav kept calling out to the Indian diplomats but they left. "He kept calling out to them, saying he wanted to meet them, but they left saying the environment was unsuitable."

"The Indian diplomats' behaviour was surprising. Why did the diplomats ask for consular access when they did not even want to talk to Kulbhushan?"

Qureshi underlined that last year, when consular access was provided the first time, the diplomats had objected to a glass wall in the middle, as well as the audio- and video-recording of the meeting.

"All of the diplomats' wishes were fulfiled today but they left nonetheless," he had said, adding that they made excuses that "the space is constrained and the environment not suitable".

Earlier, according to a Foreign Office statement released after the meeting, Pakistan had provided India unimpeded and uninterrupted consular access to Jadhav for a second time at India's request.

An offer was first made in August, last year, but it was rejected by India as it sought unimpeded access to him. Subsequently, on September 2, 2019, the first consular access under the Vienna Convention on Consular Relations (VCCR) 1963 was provided.

Jadhav's mother and wife were allowed to meet him on December 25, 2017.

Last week, FO Director-General South Asia Zahid Hafeez, in a press conference, said that usually consular access is granted once, however Pakistan as a “humanitarian gesture was extending another such offer for the second time”.

This time, he said, the offer was made for Jadhav's meeting with his wife and father.

He also said that Jadhav still has a chance to file a review petition against his sentence and conviction.

Jadhav had been offered the chance on June 17, 2020, but he had refused to avail it.

Government arrested Jadhav alias Hussein Mubarak Patel in the province of Balochistan on charges of terrorism and spying for India‘s intelligence agency, the Research and Analysis Wing (RAW).

The government stated that he was a serving commander in the Indian Navy who was involved in subversive activities inside Pakistan and was arrested on March 3, 2016 during a counter-intelligence operation in Mashkel, Balochistan. The Indian government recognized Jadhav as a former naval officer but denied any current links with him and maintained that he took premature retirement and was abducted from Iran.

On March 25, 2016, the Inter-Services Public Relations (ISPR) released the confessional statement of Jadhav where he claimed to be a serving Indian Navy officer.

Indian subversion in Pakistan a lost cause
Indian support to proxies in Pakistan’s neighborhood stands exposed and the world is well aware of that

Since the Independence, Pakistan found an eager hostile neighbour trying to undo the very idea of this new independent Muslim state. Indian subversion in erstwhile East Pakistan imploded the fault line with its western wing and Pakistan was dismembered. Did India stop there, certainly not?

Post 9/11, India found a favorable strategic environment for sabotage and subversion in Pakistan and this was taken to a new level of violence through state-sponsored terrorism by India.

Collection of data, the case for state-sponsored terrorism be presented to the ICJ and the UNSC for involvement of Indian agencies in sponsoring and abetting terrorism in Pakistan.

The below-mentioned statements of Indian political leaders substantiate Pakistan’s apprehensions about India’s involvement in terrorism in Pakistan. They also confirm that India plans and initiates subversive propaganda apart from state sponsored terrorism:

= Modi in his Independence Day address of 15 Aug 2016 has boasted that people of Balochistan, Gilgit and Azad Kashmir had thanked him a lot in past few days.

= Late Manohar Parrikar, then Indian Defence Minister, had said that India will use terrorism to counter terrorism from other countries pointing towards Pakistan.

= More recently, the Republic TV mouthpiece, Major Gaurav Arya, talked of his links to the BLA and other terrorist organisations operating in Balochistan.

Nowadays, the Indian media is giving a lot of space to so-called Pakistani dissidents to advance its agenda of subversion against Pakistan.

Why we call it a lost cause? There are three major factors: Afghanistan’s changing situation; Indian periphery waking up to Indian state-sponsored terrorism and political interference; and more recent, the Ladakh blunder.

Taking help from our previously published articles in newspapers, we would like to elaborate these three factors:

After 9/11, India found an expanding space in Pakistan’s neighborhood to apply all strands of Chankaya’s Mandala theory through a sophisticated hybrid war. The South Block head-honchos thought that a nuclear Pakistan could be finally eroded by their proxies in Afghanistan and the game started in earnest through expanding operations of RAW in collaboration with hostile intelligence agencies operating from Afghan soil. The target was simple: keep Durand Line on fire by sowing seeds of hate and animosity between Afghanistan and Pakistan and strategically suffocate Pakistan to an extent that it becomes an unviable state. No wonder India recently unleashed the ethno fascists or fake sub-nationalists to create an illusion of instability in FATA.

India took a lot of pain and effort to develop and invest in building a terror network along with some hostile intelligence agencies in Afghanistan and the Iran. Commander Kulbhushan Jadhav (the top RAW gun and the Bluebird) used both Afghan and Iranian soils to foment terror in Pakistan. Indian support to defunct terror entities like the BLA and the BRA and chaos generators like fake sub-nationalists of FATA are no more hidden from the eyes of the world.

A retired Indian Major General Harsha Kakar while writing in The Statesman with the title, “Who is responsible for Afghanistan Mess” talked of growing anxiety in the Indian Establishment, where he criticize President Trump for the decision to pull out of Afghanistan and urged the military hawks in Washington to continue the war, just because it favours Indian nefarious designs. The General was almost comic when he compared Afghan withdrawal with the Vietnam war and tried to arouse the ghost of Saigon. The reality, of course, is different: the Indian Miltablishment and RAW, after playing a long and dirty game in Afghanistan, feels its investment in drowning in Kabul River.

Indeed there are geopolitical consequences for India: It sees the threat of busting of the terror network of RAW in a number of consulates used to keep destabilising Pakistan; something similar to what happened in Sri Lanka, when LTTE Generalissimo Prabharkaran was killed and a trove of RAW’s terror network to support LTTE was discovered from the Mulailtivu Forests and Jaffna Peninsula. The façade of Indian investment and development in Afghanistan has started crumbling as more stories about how Indian military and RAW directly took part in military operations against Taliban fighters are emerging. No wonder Indian CDS, Bipin Rawat pointed out the need for talking to the Taliban during Raisina Dialogue held in New Delhi.

Pakistan and Afghanistan are intertwined twins and neighbours who have remained inseparable throughout history. They have to live and coexist together; any outside power trying to create cleavages between these two brothers will fail and India is no exception. From now on, all roads to Kabul will pass through Islamabad, due to centrality and the resilience of Pakistan.

Indian Afghan enterprise was based on one thing, Chanakya’s Mandal Siddhanta theory. Applying this theory, Pakistan being the immediate neighbour is the ultimate enemy (Ari) and Afghanistan and Iran fall in the category of Mitras, the US is the Udasina (neutral King). The future of Afghanistan from South Block looks like this — Ari (Pakistan) has rejoined the Mitra (Afghanistan), and Udasina (West) is exhausted and pulling out, so the Vijusu (India) has no option but to falter. The Doval-Modi circus in Afghanistan was poorly conceived and has become a flop show; it must be wrapped up, lock stock and barrel; it is time to leave, India.

The Indian Army is demoralised and there is a growing call for Raksha Mantri, Rajnath Singh, Ajit Doval, Army Chief, Commander Northern Command and Commander 14 Corps to step down, as they not only slept on the Chinese incursions but also failed to appreciate Chinese intent and prepare a contingency plan. Current spate of Indian state-sponsored terrorism in Balochsistan and even Karachi points to the frustration with the lost cause. RAW has to find a bogey to deflect attention away from its failure in Ladakh, and pushing her proxies like BLA, Altaf Hussain, Senge Hasan Sarang (GB dissident) and Sindhu Desh is akin to whipping the dust by a donkey who has run short of fodder.

RAW has suffered reverses in Afghanistan, Sri Lanka and Nepal, but this strategic surprise by China is the biggest failure of RAW as an agency entrusted with providing realistic threat estimate to Prime Minister Modi’s office. Since Doval controls RAW directly, he has to answer many questions regarding the Ladakh blunder.

China has come out openly to mitigate Indian threats to CPEC, from its start point in Gilgit-Baltistan to its international opening in Gwadar. One of the main reasons for China to advance her historical claim on LAC in Ladakh is preservation of Chinese strategic interests in Pakistan.

Why Pakistan is so defensive when Modi shouts from the rampart of Red Fort that he is getting messages for Balochistan and Gilgit-Baltistan?

What stops Pakistan from giving space to thousands of Indian dissidents and freedom fighters to at least express their views on Pakistani media?

To conclude, Indian support to her proxies in Pakistan’s neighborhood stands exposed and international community is well aware of that. Pakistan needs to aggressively move forward and build up a case for international forums like the ICJ and the UNSC. There is also a need to project role of hostile agencies operating across Pakistan’s western border. The Uzair Baloch report and Kulbhushan Jadhav’s admissions are strong cases to do that.

There is also a need for WHAM (winning hearts and minds) in Balochistan, especially for the Baloch youth, projecting a prosperous and vibrant Balochistan as the new face of Pakistan.

The pervasive world of Indian intelligence
At apex in Indian intelligence is the Cabinet Committee on Political Affairs (CCPA) under the PM

Recently there have been some incidents where Indian intelligence sources were arrested or put on trial by foreign governments, accused of perception management and influencing operation within these countries. Canada’s Global News revealed, based on a highly sensitive Canadian government document, that Indian Research and Analysis Wing (RAW) and Intelligence Bureau (IB) were using money and covert disinformation operations to sway Canadian politicians towards supporting Indian interests, especially against Pakistan as early as 2009.

The key objective was convincing Canadian politicians (especially Caucasian) that money from Canada was used to support terrorism by Pakistan. Indian intelligence agencies follow four specific interests in the UK, the US, Canada and other Western countries. First, to undermine Pakistani and Chinese interests by prevailing upon the host government policy formulation. Second, to keep Indian diaspora especially the pro-Khalistan, pro-Kashmir and foreign-born Indian youth under surveillance. Third, through perception management operations, manage host country media to promote Indian narrative and silence criticism of Indian treatment of minorities. Fourth, to control and limit military supplies to Pakistan from European countries, US and China.

With the passage of time, RAW’s objectives have broadened. It monitors political and military developments in regional countries, considered inimical to Indian security interests. Traditionally, the web of Indian intelligence has been aggressively enveloping nations near and far in support of these objectives. Until 1968, IB — India’s oldest internal intelligence agency — was also handling external intelligence. However, after Indian defeat at the hands of China in the 1962 border war — consequent to its intelligence failure regarding China’s military buildup — a need was felt for a dedicated external intelligence agency. Thus, RAW was founded in 1968 with US assistance.

RAW’s initial focus was on China and Pakistan, however, it now works vigorously to enhance India’s influence globally, yielding power, prestige and a role in India’s foreign policy formulation. RAW considers ISI as its main rival and is aggressively working against Pakistan in Kashmir (infiltrating pro-freedom Kashmiri groups — Operation Chanakya); Balochistan (training and arming Baloch separatists) and in Afghanistan. It was instrumental in making East Pakistan into Bangladesh in 1971, training, funding and arming the Mukti Bahini.

Retaliating to Pakistan’s alleged support for the Khalistan Movement in the mid-1980s, RAW established Counter Intelligence Team-X (CIT-X) and Counter Intelligence Team-J (CIT-J). CIT-X targeted Pakistan in general and CIT-J targeted Khalistan groups, with both teams carrying out terrorist operations inside Pakistan. RAW has also remained hand-in-glove with Sindhi and Seraiki nationalists, erstwhile-MQM leadership and Pakistani Taliban; more recently extending support to leadership of PTM — Pakhtun Tahaffuz Movement.

RAW maintains secret liaison relationship with Mossad, Israel’s external intelligence agency. It benefits from Israel’s knowledge of West Asia and North Africa, learning from Israeli CT (counterterrorism) experience. After the 1962 Indo-China war, CIA trained “Establishment 22” for RAW — a covert group of Tibetan refugees in India for “deep-penetration terror operations” in China. RAW was greatly uncomforted by the CIA-ISI relationship against the USSR in Afghanistan in the 1980s, though it continued to seek CIA’s assistance in CT training. RAW complains of getting little information on Pakistan from the US/CIA. CIA expects it to provide intelligence on Afghanistan. RAW also protects Indian nuclear programmes.

RAW has provided covert assistance as far as South Africa, where it supported the African National Congress in its anti-apartheid struggle. RAW manipulated the state of Sikkim’s accession to India in 1975. In Myanmar, it is supporting anti-China Kachin Independence Army (Operation LEECH). In Sri Lanka, it supported the separatist Liberation Tigers of Tamil Eelam (LTTE), getting a flack in the process. RAW trained and armed LTTE in 1970s, although the group had bizarre alliances with separatist groups in Tamil Nadu in the 1980s. And LTTE fought Indian troops when they landed as peacekeepers in Sri Lanka as per a 1987 India-Sri Lanka pact, leading subsequently to the assassination of PM Rajiv Gandhi by an LTTE bomber in 1991. In 2009, RAW and IB jointly launched 400 snatch operations in Nepal, Bhutan and Bangladesh to apprehend and repatriate escaped militants to India. More recently in 2017, the kidnapping of Pakistan’s Col Habib Zahir (retd) in Nepal is considered RAW retaliation for Commander Jadhav’s incarceration in Pakistan.

In Afghanistan, RAW has maintained a robust relationship with KHAD (now National Directorate of Security, NDS), the Afghan intelligence agency since 1968, providing it intelligence on Pakistan. KHAD reciprocated by monitoring the activities of Sikh militants in Afghanistan-Pakistan tribal belt. This relationship was further augmented in early 1980s through trilateral cooperation involving RAW, KHAD, and the Soviet KGB. KHAD and RAW’s erstwhile support for the Pashtunistan Movement of the 1970s, wherein RAW focused on Pashtun nationalists was later enlarged to include pro-West, pro-Iran and anti-Pakistan Afghan cadre led by Ahmed Shah Masood and later the Northern alliance. RAW regrets being unable to cultivate the Afghan Taliban leadership.

Pursuant to the Kargil review committee report in 2000, citing lack of intelligence synthesis and failure, India created a new organisation, the National Technical Research Organization (NTRO), emulating the US National Security Agency. It is mandated to collect and collate the nation’s technical intelligence from spy satellites, spy planes and UAVs (unmanned aerial vehicles). Another organisation, the Defense Intelligence Agency (DIA) was also formed to advise the then Chiefs of Staff Committee (now Chief of Defence Staff) and defense minister. The DIA is also assigned to undertake trans-border operations.

RAW reports directly to the PM, RAW chief being designated secretary (research) in the Cabinet Secretariat, unlike CIA or MI6 in UK, who report to the Ministry of Defence. RAW’s officer cadre is mostly on deputation from Indian Police. With its huge funding and own spy satellites, it is taken seriously; however, its lack of coordination with domestic intelligence and security agencies, weak analytical capabilities and complete lack of transparency are its exploitable weaknesses. Indian intelligence is also marred with agency overlap. In addition to RAW, espionage abroad is also conducted by IB and DIA. CIA penetration of RAW is also chronicled, since RAW maintains no separation between covert operatives and personnel (analysts and area specialists) who liaise with other agencies like CIA or public bodies. This exposes personnel with sensitive operational information to potentially compromising contacts.

At apex in Indian intelligence is the Cabinet Committee on Political Affairs (CCPA) under the PM. This committee is assisted by secretaries, the CDS, directors RAW and IB and the chairman Joint Intelligence Committee (JIC). In this multi-tiered intelligence system, JIC includes senior representatives of ministries of Defence, Home and External Affairs, RAW, IB and directors of intelligence from the three defence services (army, navy, air force), all integrated under a Secretary. JIC is the highest intelligence assessment body tasked to prepare short- and long-term intelligence estimates and perspectives. Collection, collation, analysis and dissemination of intelligence lies with numerous (under 100) other intelligence agencies.

As long as this cumbersome structure with competing bodies continues to burden Indian policymakers, every case of coronavirus in India would be blamed on Pakistan’s ISI.

KARACHI - A man was arrested by the Federal Investigation Agency’s Counter-Terrorism wing in Karachi’s Saddar for allegedly running a network that transferred money to organisations engaged in causing instability in country.

He has been accused of running a hawala network. Hawala refers to an illegal practise that involves the transfer of money. Transactions are made outside the conventional banking system usually to fund dangerous and suspicious activities.

The FIA says Mohammad Yasin was a part of a network that is hired by entities that want to harm the country.

He was working as a manager in a money exchange company and was apprehended on Friday on the tip-off of RAW agents that are under the agency’s custody, the FIA said. Airports across the country have been apprised on the arrest and provided complete information about Yasin in case the suspect tried to escape. A cell phone, laptop and some documents have been seized from the suspect.

Money changer employee providing money to RAW agents in Karachi arrested

Karachi: FIA has arrested a manager of a money changer, which was providing money to the agents of India’s Research and Analysis Wing RAW.

The FIA’s anti-terrorism wing arrested the money changer manager Yaseen during a raid in Saddar area. The accused is affiliated with an international secret network of hundi.

Yaseen has been allegedly distributing remittances received from RAW among its agents in Karachi.

FIA said that Yaseen was arrested on the indication of arrested accused.

Earlier on Wednesday, an employee of Fire Brigade department alongwith his aides was arrested for their links with the India’s Research and Analysis Wing RAW.

FIA’s anti-terrorism wing had arrested the accused from Civic Centre, Liaquatabad and Khalid bin Waleed road during raids.

Weapons, laptop and mobile phones were recovered from the accused identified as Zafar Khan, Sufyan and Javed Memon.

According to FIA, Zafar Khan on the behest of RAW was invloved in target killings and bomb attacks. He had received terrorism training for 14 months in India. Mehmood Siddiqui group got him military training in New Delhi.

Zafar having an affiliation with MQM-London was an employee of the City Government’s Fire Brigade department. He is expert in making bombs and operating latest weapons.

Officials said that two employees of a money exchange company were also arrested for providing funds to RAW’s sleeper cell. They were identified as Sufyan and Javed Memon.

Pakistan to provide third consular access to Indian spy Jadhav
Pakistan has decided to provide third counsellor access to Indian spy Khulbushan Jadhav, said the spokesperson for the foreign ministry on Friday.

The spokesperson also shared that Islamabad has informed New Delhi about the decision, adding that Pakistan has also suggested providing the consular access without the presence of security personnel.

“Pakistan is awaiting India’s response,” said the spokesperson of the ministry.

The development comes a day after Pakistan provided the second consular access to Jadhav.

However, Foreign minister Shah Mahmood Qureshi on Thursday said India's ill-intentions were revealed when Pakistan provided New Delhi's diplomats uninterrupted consular access to RAW spy Kulbhushan Jadhav for a second time today at the country's own request, but they left without meeting him in Islamabad.

The foreign minister had said that Jadhav kept calling out to the Indian diplomats but they left. "He kept calling out to them, saying he wanted to meet them, but they left saying the environment was unsuitable."

"The Indian diplomats' behaviour was surprising. Why did the diplomats ask for consular access when they did not even want to talk to Kulbhushan?"

Qureshi underlined that last year, when consular access was provided the first time, the diplomats had objected to a glass wall in the middle, as well as the audio- and video-recording of the meeting.

"All of the diplomats' wishes were fulfiled today but they left nonetheless," he had said, adding that they made excuses that "the space is constrained and the environment not suitable".

Earlier, according to a Foreign Office statement released after the meeting, Pakistan had provided India unimpeded and uninterrupted consular access to Jadhav for a second time at India's request.

An offer was first made in August, last year, but it was rejected by India as it sought unimpeded access to him. Subsequently, on September 2, 2019, the first consular access under the Vienna Convention on Consular Relations (VCCR) 1963 was provided.

Jadhav's mother and wife were allowed to meet him on December 25, 2017.

Last week, FO Director-General South Asia Zahid Hafeez, in a press conference, said that usually consular access is granted once, however Pakistan as a “humanitarian gesture was extending another such offer for the second time”.

This time, he said, the offer was made for Jadhav's meeting with his wife and father.

He also said that Jadhav still has a chance to file a review petition against his sentence and conviction.

Jadhav had been offered the chance on June 17, 2020, but he had refused to avail it.

Government arrested Jadhav alias Hussein Mubarak Patel in the province of Balochistan on charges of terrorism and spying for India‘s intelligence agency, the Research and Analysis Wing (RAW).

The government stated that he was a serving commander in the Indian Navy who was involved in subversive activities inside Pakistan and was arrested on March 3, 2016 during a counter-intelligence operation in Mashkel, Balochistan. The Indian government recognized Jadhav as a former naval officer but denied any current links with him and maintained that he took premature retirement and was abducted from Iran.

On March 25, 2016, the Inter-Services Public Relations (ISPR) released the confessional statement of Jadhav where he claimed to be a serving Indian Navy officer.

ISLAMABAD: The Inter Services Public Relations (ISPR) released on Tuesday a confessional video statement of Indian spy agent Kulbhushan Yadav admitting to foment terrorism in Balochistan and Karachi.

He was arrested red-handed by law-enforcement agencies in the first week of the current month while infiltrating into Pakistan from the Saravan border area of Balochistan with Iran.

Following is the full text of his voluntarily confession shown at a press conference jointly addressed by Minister for Information, Broadcasting and National Heritage Senator Pervaiz Rashid and ISPR Director General Lieutenant General Asim Saleem Bajwa at the Press Information Department.

“My name is Commander Kulbhushan Yadav and I am the serving officer of Indian Navy. I am from the cadre of engineering department of Indian Navy and my cover name was Hussein Mubarik Patel, which I had taken for doing some intelligence gathering for Indian agencies.

“I joined the National Defence Academy in 1987 and subsequently joined Indian Navy in Jan 1991 and subsequently served for the Indian Navy till around December 2001 when the Parliament attack occurred and that is when I started contributing my services towards gathering of information and intelligence within India.

“I live in the city of Mumbai in India. I am still the serving officer in the Indian Navy and will be due for retirement by 2022 as a commissioned officer in Indian Navy after having completed 14 years of service by 2002.

“I commenced intelligence operation in 2003 and established a small business in Chabahar in Iran as I was able to achieve undetected existence and visits to Karachi in 2003 and 2004 and having done some basic assignments within India for RAW.

“I was picked up by RAW in 2013 end. Ever since I have been directing various activities in Balochistan and Karachi at the behest of RAW and deteriorating law and order situation in Karachi, I was basically the man for Mr Ani Kumar Gupta who is the joint secretary of RAW and his contacts in Pakistan especially in Balochistan Student Organisation.

“My purpose was to hold meetings with Baloch insurgents and carry out activities with their collaboration.

“These activities have been of criminal nature, leading to killing of or maiming of Pakistani citizens.

“I realise during this process that RAW is involved in some activities related to the Baloch liberation movement within Pakistan and the region around it.

“There are finances which are fed into the Baloch movement through various contacts or various ways and means into the Baloch liberation (movement) and various activities of the Baloch liberation and RAW handlers go towards activities which are criminal, which are anti-national, which can lead to maiming or killing of people within Pakistan and mostly these activities were centred around of what I have knowledge is of ports of Gwadar, Pasni Jewani and various other installations, which are around the coast damaging various other installations, which are in Balochistan.

“So the activity seems to be revolving and trying to create a criminal sort of mindset within the Baloch liberation which leads to instability within Pakistan. In my pursuit towards achieving the set targets by my handlers in RAW, I was trying to cross over into Pakistan from the Saravan border in Iran on March 3, 2016, and was apprehended by Pakistani authorities while on the Pakistani side and the main aim of this crossing over into Pakistan was to hold (a) meeting with Baloch separatists in Balochistan for carrying out various activities, which they were supposed to undertake and carrying backwards the messages which had to deliver to Indian agencies.

“The main issues regarding this were that they were planning to conduct some operations within the next immediate (near) future so that was to be discussed mainly and that was the main aim of trying to coming into Pakistan.

“So that moment I realised that my intelligence operations have been compromised on my being detained in Pakistan, I revealed that I am an Indian naval officer, and it is on mentioning that I am Indian naval officer, the total perception of the establishment of the Pakistani side changed and they treated me very honourably and they did utmost respect and due regards and have handled me subsequently on a more professional and proper courteous way and they have handled me in a way that befits that of an officer and once I realised that I have been compromised in my process of intelligence operations, I decided to just end the mess I have landed myself in and just wanted to subsequently move on and cooperate with the authorities in removing complications which I have landed myself and my family members into, and whatever I am stating just now, it is the truth and it is not under any duress or pressure. I am doing it totally out of my own desire to mention and come clean out of this entire process which I have gone through last 14 years.”

Man accused of financing Indian spy agency RAW arrested in Karachi

KARACHI: The Counter-Terrorism Wing of Federal Investigation Agency (FIA) on Tuesday rounded up a man who was accused of financing state enemies through an established hawala and hundi network in Karachi.


The arrested man was identified as Junaid, who is allegedly a member of the international hawala and hundi racket and manager of a money exchange company.

The FIA officials said that the officials of FIA’s counter-terrorism wing have arrested Junaid during a raid conducted in Dohraji area of the metropolis.

The suspect was involved in distributing money among the anti-state elements and Indian spies through hawala and hundi network. Moreover, the raiding team also recovered a laptop and mobile phone from his possession.

According to the IP address most of the e-mails were sent to New Delhi, from where a man named Mehmood Siddiqui was giving tasks.

The latest arrest exposed the conspiracies of India to destabilise Pakistan through terror-financing in violation of regulations of Financial Action Task Force (FATF).

Earlier on July 15, the Federal Investigation Agency (FIA) had arrested a key operative of a sleeper cell of Indian prime intelligence agency Research and Analysis Wing (RAW), who was identified as Zafar.
