The border town of Rabia was wrested from the Islamic State group 18 months ago but remains isolated. The battle lines drawn around it gives it a semblance of impoverished as Iraqi men in robes and headscarves wait for permits to leave. The only way out is north to Iraq's largely autonomous Kurdish region, because to the east is the city of Mosul which is still held by IS militants and to the west is the crossing into Syria, but that has been closed by Iraqi Kurdish authorities.
