The war in Syria has been ranging on for 5 years now. It seems that Russia has given the Syrian regime a new lease of life and Assad is about to turn the tables decisively in his favour. I postulate that the quickest way to stop the war is to hit directly at the decision makers and their interests. This should start by declaring Assad a wanted criminal. I don't mean to be harsh or vindictive but when the movers and shakers are affected quicker solutions emerge. This technique was exploited albeit tentatively against Serbia during its repression of Kosovo.

But by creating Assad a criminal and dealing with him, you're not really cutting the head off the snake.
Russia can just back the next person that'll keep things unstable there.
Surely Russia is the head of the snake? (rightly or wrongly).
No one is going to take them on, it'll just be on-going proxy wars and covert actions just like the cold war never ended
