Another sign of deepening security ties between the two former foes to counter Beijing’s increasing regional influence, Japan will lease military aircraft to the Philippines. Japan's defense ministry said the agreement was made Monday afternoon during telephone talks between Japan’s Defense Minister Gen Nakatani and his Philippine counterpart Voltaire Gazmin.

This is quite interesting. Now Japan and Philippines have become strange bedfellows because of the threat of China seeking supremacy in that region. The tide has now turned. Japan was once the force that China is now seeking to be. The Philippines is just like a pawn in this conflict so it has to just side with one or the other, for now, it's Japan its previous nemesis.

How would that affect the regional military balance/imbalance?

It will squeeze China a little. Many countries like Japan, Australia, India, The Philippines and Taiwan are arming themselves to the teeth or else getting military aids from the US.

It will do nothing and affect nothing.
Have you looked at Philippines' military inventory lately? Even if they do suddenly get 100% of entire US military hardware, they do not have the trained personnel to operate them effectively, let alone to have effective tactics and strategy to use them.

This is true. The Philippines is ill equipped and poorly military trained. Every piece of military hardware that they are receiving are decommissioned and outdated machinery that other countries have deemed worthless. Right now the Philippines has 1970s Vietnamese boat patrolling their harbors, waiting to fight off the technological superior Chinese.


Not only the current Philippines' military is incapable of making the best of any new equipment, there is also the problem of proper maintenance. Without proper maintenance, all the hardware will become completely unusable fairly quick. In fact I have heard stories of a lot of the military hardware the US gave to Philippines had become useless within half a year or a year.

Yeah, and you are correct on majority of the new hardware are already obsolete and decommissioned. It might be ok for patrol at most, but no good for anything else.
