In the ongoing conference with Asean countries, US President Obama initiated the call for a peaceful resolution on the maritime dispute that is pervading the issue of Spratly claims. Obama stressed that disputes should be resolved by peaceful means. The statement is directed to China’s sweeping claims in the South China sea.

Although invited, China didn’t take part in the proceedings.

If China isn't attending the meeting then the dispute will by the end of that meeting remain unresolved. I think instead of inviting America as an arbiter, SE Asia nations should call for talks with China and maybe [after numerous meetings] there'll be peaceful resolutions. Leave out any nation and those talks won't achieve much.
