Nigerian Military Won't Be Used Against Fulani Herdsmen

Since late last year Fulani herdsmen/terrorists have been terrorizing people in what has been dismissed as clashes land-resource based conflict in Northern Nigeria the Nigerian government isn't doing much to stop them. They declared that military force will not be used to subdue the herdsmen who've been murdering hundreds. This sort of cavalier attitude is what has seen terrorist groups elsewhere grow quite strong because they were ignored and defeating them afterwards gets to be really hard.

Why can't people learn from (recent) history that nothing good comes from ignoring terrorists groups?
