Over 97% of terrorist attacks in Pakistan originated from Afghanistan
December 05, 2017

KARACHI: Foreign Minister Khawaja Asif said on Monday that 125 out of 128 recent attacks in Pakistan were coordinated from Afghanistan.

The statement was made during the foreign minister's appearance on Geo News' programme 'Aaj Shahzeb Khanzada Kay Sath' aired on Monday night.

He added that the civil-military leadership stressed, in its meeting with US Secretary of Defence James Mattis, on effective border management with Afghanistan and repatriation of Afghan refugees.

He also claimed that the civil-military leadership was on the same page during the meetings with the American defence chief.

Asked about separate meetings with the US defence secretary, in contrast with the earlier meeting with US Secretary of State Rex Tillerson during his visit to Pakistan, Asif replied: "We had already exchanged notes with each other for the prime minister had other engagements as well. A single script was discussed at the meetings [on Monday].

"Mattis has been engaged with the Pakistan Army for quite some time and he expressed his resolve for restoration of peace."

Who is behind the attacks? Pakistan has accused India on many platforms, Afghanistan Taliban or US intelligence? Or it could be Iran?

Who is behind the attacks? Pakistan has accused India on many platforms, Afghanistan Taliban or US intelligence? Or it could be Iran?

India : They were never comfortable with Pakistan's influence in Afghanistan. A restive peaceful friendly Afghanistan is in interests of Pakistan and frees Pakistan of worrying about Western border and gives it more freedom and room to address the Eastern border and its conflicts with India. The nature of these conflicts may or may not involve supporting Kashmiris armed struggle against India. You know an Afghanistan under Indian influence opens two fronts for Pakistan and makes deployment of its forces thin. To keep Pakistan busy and occupied with continued interference through and from Afghanistan helps their cause, it also helps them in their agenda of Isolating Pakistan in the region and somehow internationally. You can verify that Afghanistan doesn't share any border with India but still Indian interest in Afghanistan is high, which does raise questions and doubts in Pakistan.

Afghanistan: It was the only country that refused to recognize Pakistan. They don't accept the Durand line and lay claim to vast area under Pakistan's control. They have a sorts of superiority complex that prevents them from accepting Pakistan as a sovereign powerful country compared to them. This complex translates into hatred so much so that Pakistan's first PM got killed by an Afghan and border conflicts and skirmishes remained a common occurrence unless Pakistan realised that they have to properly address this issue. However, despite their problems and issues with us, Pakistan and Pakistanis remained friendly towards Afghanistan (we had to take hard / harsh steps after APS incident), during their times of trouble Pakistan hosted millions of Afghan refugees and allowed them free movement inside Pakistan (one of the reasons it regrets) ...... Afghan refugees remained in Pakistan for more than three decades a whole new generation grew up in Pakistan but that too didn't help with overcoming their hatred.

Pakistan sees AT as a friendly regime in Pakistan because their period was the only one in which Pakistan had little worries, but post 9/11 and Northern Alliance allying with US and Nato ....... the hostility towards Pakistan started again. Indian influence increased and somehow Pakistan felt that it was being sidelined despite it being the key ally and most relevant party in Afghanistan. NDS in Afghanistan seems like independently working to harm Pakistan's interests ....... and Pakistan has to respond to their actions. Turning Pakistan as an evil in eyes of common Afghan is their achievement. So we can assume that three nations are fighting proxy wars ..... the only difference between the three is that this continues proxy war hurts Pakistan and Afghanistan more and India very little. But India still manages to successfully declare itself a victim of terror.

Russia: Its only recently that they opened up in their relations with Pakistan. The two countries have bitter memories of Balochistan and Afghanistan where they had hurt each other and their interests. Plus Russia did play a significant role in training East Pakistan insurgents and in separating East Pakistan from West. However, now Pakistan and Russia's interests may have aligned as they are facing a common enemy's presence in Afghanistan ....... ISIS.

Iran: Post revolution, Pakistan's relations with Iran remain confused. Pakistan is doubtful of Iran's agenda and its relations with India. Iran blames Pakistan for not taking action against their terrorists, and Pakistan remains conscious of their sectarian agenda and motives. The relations between the two are just neutral and shoddy. Pakistan has significant Shiite population which somehow is loyal to Iran and its interests, I am not blaming them but such people do exist. Further relations got complicated when Pakistan arrested an Indian spy a high Ranking Military Official who had been residing in Iran and operating against and helping insurgents / terrorists in Pakistan from there. Plus Indian interests in Chah Bahar etc. No matter what the trust between the two is missing. Its a difficult relation with them.

UAE: Well Gawadar port plus a lot of other things where they even went to extent of threatening Pakistan with grave consequences. However the relations have returned to normalcy I think. But we did witness a dent.

US / Israel etc: Nuclear program ....... they have their boogeyman who somehow gets hold of the Pakistani nukes and that threatens their interests and safety. Plus US clearly sidelined Pakistan in Afghanistan, and how the new alliances are shaping in this region US and Pakistan are in opposite camps. Though you cannot straight away reverse 70 years of strategic relations but the dependence on each other has gone down a lot. Pakistan feels betrayed because it has put even its repute to stakes in accomplishment of US goals. US is after its bigger interests and if they could totally ignore Pakistan they would have openly divorced their relations with Pakistan. And interestingly no matter how good our relations remained at state level ....... common Pakistani had this hatred for US, and US never worried about bettering its image.

Israel is understandable.

Thanks for the well informative reply. I have some questions if I may

Is Pakistan happy with the current Afghani government? Why doesn't Pakistan build a wall to encounter border infiltration? What makes India presence in Afghanistan strong? What beef does Afghanistan have with Pakistan? Does Pakistan still provide any logistic support to the US bases in Afghanistan?

Thanks in advance.

We are used to hear this for quite sometime "No peace in Pakistan until Afghanistan is at peace"..Why it is for Pakistan ? Iran is also a neighbor with long boundary perhaps Iranians know how to deal with Afghanistan while we are harping the old mantra of brotherly country that neither accept sovereignty nor legit concern..
More then theirs superiority complex , i believe its our own inefficiency or fault lines that we are cursed with this situation..
None of the government or establishment seems to put an end to this once for an all...I must appreciate Iran sometime in this regard..They didn't take fall out of whatever happened in Afghanistan...Pakistan surely needs to take a page of book from Iran in this regard..

Thanks for the well informative reply. I have some questions if I may

No problem, please ask many questions as you wish, I will try answering the ones that I can based on whatever little knowledge I have, including my own opinion and views.

Is Pakistan happy with the current Afghani government?

Well honestly we tried everything to restore peace in Afghanistan, we even took them to Makkah to get them sign a peace deal between their different war lords and factions, but they remain barbarians ...... are we happy with them? A simple answer if you ask a common Pakistani like me would be .... no we shouldn't be happy with them ...... they are jokers who blame, threaten, badmouth Pakistan and don't even exert significant control outside Kabul. But our state is tolerant of them, it has adopted the strategy of non interference and not replying harshly to their circus every other day. At state level we keep meeting them even when we have clear evidences of their malicious activities. These idiots are bunch of child molesting war lords and they would some day make Pakistan lose its cool and start a war with Afghanistan. My personal opinion is these incompetent, drug addicted, corrupt bunch of Kabuli warlords are the reason this region won't see peace, unless they are put in their graves. And Somehow US finds them a perfect ally no matter how much dollars they loot from them.

Why doesn't Pakistan build a wall to encounter border infiltration?

Pakistan has been raising the issue of better border management with US, Nato and Afghans ......... Pakistan has started building check posts and erecting fences on its side of the border ........ and Afghanistan (Kabul) has reacted negatively to Pakistan securing the border. Its not easy given the terrain of that border and region, its a very difficult task to fully secure that porous border, but still Pakistan is trying its best. And another thing to confirm how non serious these people have been on the other side of the border, when Pakistan started armed operations against TTP etc in its their strongholds and difficult terrains, Pakistan informed them well in advance to increase the border patrol and not let the miscreants enter Afghan ........... however, today we see that TTP is settled in Afghanistan and carries out attacks on Pakistan from Afghanistan. And interestingly this same TTP is ISIS in Afghanistan ......... which is also fighting AT.

What makes India presence in Afghanistan strong?

Kabuli thugs and their hatred for Pakistan. India has perfectly disguised its activities as development support and doesn't have to worry about using its own nationals ........ they have plenty of hired mercenaries in Afghanistan to carry out their plans. Pakistan cannot directly blame India for all the terror activities whereas on the other hand India enjoys blaming Pakistan and making a strong case of terror against Pakistan.

What beef does Afghanistan have with Pakistan?

As I said they are high on this superiority complex, even when their country has been rendered to ruins and millions of their people have been killed in wars that spread over decades and involve many international powers, they cannot open their eyes to the reality. They still live under the delusion that one day they are going to divide Pakistan between themselves and India. They don't realise that as soon as the US dollars vanish they won't survive another day without Pakistan ........ no matter how many guarantees they get from their Indian friends. Afghanistan is a landlocked country and it brings India in its every other dealing with Pakistan.

Does Pakistan still provide any logistic support to the US bases in Afghanistan?

I am not the right person to answer this, but my guess is yes their supplies still get transported on Pakistanis roads into Afghanistan.

Same issue we are having with the Palestinians factions. Hamas and Fateh came to makkah twice and sworn by the book to maintain unity and work collaboratively to end the misery of the Palestinians but as soon as they landed in Palestine they act as if nothing happened. Did same thing in Cairo and Qatar.

True many afghanis in Saudi have been charged with child molestation...ewwwww. I would add the education is complete absent in Afghanistan, no social awareness, the absence of law enforcement...etc. The US cares about opium and to counter Russia and China as well. The US didn't land in Afghanistan to help Afghanistan. They landed there to secure their own interests.

That is like Saudi Yemen border where villages lie in the middle of the border and it is hard to seal however, they were ask to move to either side they preferred and they ended up moving inside Saudi Arabia and then the borders were partially sealed. Long range thermal surveillance cameras have been installed. Pakistan can do a triangle shaped border security instead of line shaped security.

This one has been deployed to the border with Iraq and will be used along the border with Yemen hopefully soon.

The terrain, shortage of resources and continuous destabilization in Afghanistan makes it an uphill task for Pakistan to secure that border. Its a lawless war ridden region under continuous threat of attacks, smuggling and infiltration ......... plus the weather during winters is harsh. We can achieve stability in that region only if the other side shows some seriousness.

And they have been misusing Pakistani passport and bringing shame to Pakistan.

Agree on all points except Gawadar

Gawadar, never was, or will be a threat to the UAE, the dynamics and economics are very different. Blaming the UAE has been a convenient scapegoat to cover up for their incompetencies, and corruption.

Just as an example, The electricity for Gawadar is imported from Iran, that too is UAE's fault?

The falling out was not on Gawadar, but on Yemen. The Pakistanis were screaming, we will not be cannon fodder, but with Kulbhusjan Jadev operating a terror network out of Iran, Baba Ladla / Uzair Baloch duo, and the Zainbiyoun Shia Miltia, this argument looks very silly now.

When Iran threatens Pakistan, fires mortar bombs, kills Pakistani soldiers on the border, no one bats an eyelid.

Pakistanis need to wake up, and stop being blackmailed by a minority who is letting Wilayat al-faqih mullahs dictate them and the majority.

I agree with your observation, but I am not willing to give them a clean chit. I have repeatedly said that they were wrong when they thought that only financial assistance and keeping contacts with the big shots in Pakistan would help build solid relations and a better image for them. You must have seen how their remaining disconnected with grass root has lead to a propaganda that has mislead many common Pakistanis. Seriously is politics that difficult for Arabs?

See the thing is, having media houses in your pocket is not something they had thought they would need, in light of events like Dec '99 - When Mushy took over, the treasury was empty. US$500m + US$500m Dec '99 and Jan 2000 salaries for the Armed Forces came directly from Abu Dhabi.

When NS became PM, KSA gave US$3bn, of which I believe half or US$2.5bn was declared, after opposition politicians leaked it. Same goes for the oil on grant facility given by KSA during NS's previous term. It was sabotaged by the buffon called Sartaj Aziz.

These are just examples, of the Overdraft facilities Pakistan had. But when the Yemen issue rose, the Wilayat al-faqih loyalists, like Tariq Fatemi won. The political leadership just threw up their hands. PA, turned a blind eye, and then Gen RS retires and heads IMA. It doesn't take a rocket scientist to figure out who got a raw deal.

The sooner Pakistanis wake up and smell the coffee, the better for them.

They got betrayed by the big shots not the common Pakistanis. Common Pakistanis were left to buy the Chooran sold by the media. If Arabs were smart they would have known that Pakistanis only respect emotional bond, if they find out you have been saving rears of their corrupt looters they would automatically fall prey to the propaganda. People to people bond and better image via media representation would have helped both the nations in their objectives. It is not common Pakistani's fault that Arabs got betrayed by the corrupt politicians and generals of Pakistan ......... common Pakistani was never asked for his opinion.

Till now ISPR has been highlighting our efforts, but they have very little following.

My proposal IF approved - there will be proper details, from our end as well. Everything has to be transparent, so that credibility is maintained.
