Pakistan Army, not government, shapes policy towards India - The Economic Times

NEW DELHI: India may have picked Nawaz Sharif's four-point formula for peace to launch its attack on Pakistan, but the real target of the tough line New Delhi took at the United Nations this week was that country's army bosses in Rawalpindi.

Assessing that the Pakistan Prime Minister was not calling the shots on the India policy, the Modi government continued with its belligerence in reacting to Islamabad. While it was PM Sharif who put forward his government's suggestions for peace last Wednesday from the high podium, it is no secret that it is the other Sharif in the cantonment - army chief General Raheel Sharif - who calls the shots in Pakistan.

From its Rawalpindi headquarters, Pakistan's army has for too long shaped Islamabad's India policy and its stamp was evident in the Right to Reply by Pakistan's Permanent Mission in UN following Foreign Minister Sushma Swaraj's address, and the decision to hand over the UN Secretary-General dossiers containing purported evidence of Indian involvement in terrorism and fomenting instability in Pakistan. India's alleged atrocities in Jammu and Kashmir were the dominant theme in Pakistan's Right to Reply on Thursday and the issue has been Rawalpindi's lifeline to justify its role in the country.

PM Sharif - by fighting detractors at home - had responded positively to Narendra Modi's invite to his swearing-in ceremony in May last year. The two had decided to take forward relations, including boosting cross-border trade ties. At the the landmark meeting of two PMs in Ufa, Russia, on July 10 Nawaz Sharif took a bold step of not referring to the K-word in a joint statement. Certain forward-looking steps were announced, but the first hurdle could not be crossed as Islamabad refused to limit the agenda of National Security Adviser-level talks on all forms of terrorism, going against the very spirit of Ufa. The Pak army's shadow was evident in the Sharif government's decision to cancel NSA-level talks, officials and experts in India point out. Terror attacks were planned in Punjab and J&K and violations by Pak army along the Line of Control and international boundary have been on the rise.

The writ of Raheel Sharif, one of the strongest Pakistan army chiefs, runs over the decisions — either to consult the Hurriyat Conference ahead of formal talks or bringing Kashmir issue at the centrestage of any bilateral dialogue. Terror does not figure high on his agenda vis-avis India. He has gone on record to teach India a "lesson" in case of any attack from here. New Delhi's tough line for any meaningful talks was evident from Swaraj's no-nonsense approach at the UN General Assembly on Thursday. "We do not need four points, we need just one -give up terrorism and let us sit down and talk."

I am a Pakistani and I hope that it's true that Nawaz Sharif doesn't control our national agendas. This criminal of a prime minister has a cabinet full of his family members who are looting this nation. I wish that I live long enough to see a day when thieves like Nawaz Sharif, Asif Zardari, Altaf Hussain etc would be hanged publicly and my beloved Pakistan would be cured of this political mafia.

Would you hope for a man like Pervez Musharraf to be back in power? Are you a Imran Khan supporter? As far as I know is that Nawaz Sharif is very rich man. He has been doing business here and there way before he decided to play politics. His investments in the Gulf nations and UK speak for themselves.

@WebMaster. I don't know if you are a Pakistani or not but let me tell you some facts about the priorities and performance of our current government. Petrol is 78 per liter, the tax included in this price is 35 Rs. Diesel is 83 Rs per liter which include a tax of 42 Rs. Govt instead of setting up Dams which produce cheap electricity is setting up plants that produce electricity from furnace oil. Apart from all this , the biggest priority of this government seems to be building roads and bridges while no investment is made on health and education. There are no doctors or medicines in the hospitals. I recently visited a big hospital in Lahore called PIC and I saw a woman who was having a heart attack brought into the emergency. Now there were no beds available as every bed has 2 patients in it. She was made to sit on a chair and she dies there. All this happened while the road outside the hospital was being turned into a signal free zone by making 7 underpasses and billions in investment. I am not anybody's supporter but this Nawaz/Zardari cancer is killing my country.

Hey welcome to the forum. What happened to the $1.5 billion grant from Saudi Arabia given to Pakistan a year ago? Is this fund monitored by the monetary agency or its at risk of being lotted by Nawaz.

Nothing is monitored in Pakistan. Actually let me tell you a very funny fact. The development budget of Pakistan is distributed among parliament members not nationals institutes. The head of the committee that distributes the money is Nawaz Sharif's Son in law Captain Mohammad Safdar. And the most amazing thing is that it's never audited. So they practically give out money to MNA's and don't even try and check if it was spent on development purposes or personal gains. So the grant by Saudi Arabia most probably helped in fluffing up bank accounts of these corrupt men.

Nawaz Sharif has an investment in Saudi Arabia worth $2 billion. If a case is to be filed the money will be frozen and then maybe handed to Pakistan.

And who do you think would file the case? A court gave a judgement last year that jewelry worth millions of dollars which belonged to Zardari was illegally brought to Switzerland and if Pakistani govt claims they would return it to Pakistan. Our govt never claimed it. Nawaz and Zardari are a coalition in the background and this is killing Pakistan's economy.

The county is in total mess since ages I wonder what the average citizen has in mind in regard to the future of Pakistan!

I don't have much knowledge about Pakistan. All I know is that they used to be part of India and that they seceded due to religious differences (correct me if I am wrong on this impression of mine). Now I understand that the 2 countries have been bickering in the border area and there were times that a war would have started. And if indeed it is the army that dictates the policy with their relation to India, that would be scary to me.

You must never be afraid of something without researching about it first. Pakistan's issue with India is about Kashmir. When the British decided to divide Hind into India and Pakistan, the criteria was that the Muslim majority areas would be a part of Pakistan and the remaining would be given to India. The Maharaja of Kashmir was a hindu and despite of being a Muslim majority area, Kashmir and Kashmiris have been held hostage by India. We are a military dependent state because we have an enemy right next to our borders.

Why do you think India is your country's enemy? When has India initiated a war against Pakistan? If you look at history, Pakistan is always going to war with their neighbours for the silliest of reasons. And nobody is holding anybody 'hostage' in Jammu and Kashmir. If you followed the news, there was a massive turnout of voters in the recent elections despite the call of a boycott by the militant groups, and there were strong pro-India sentiments among people, as was seen in the results of the poll. And by your statements, I suppose you strongly oppose the Pakistani occupation of Bangladesh, which, if I remember correctly, India helped free?

Well, I just want prosperity across the neighborhood. I mean for nearly 7000 years, from Afghanistan's western borders to modern day Myanmar's eastern edge, the same culture flourished. What was once Hind was 30% of the world's wealth, 14% of the world trade, and 100% of tech.

I am happy that my country is doing well. But, I would like Pak to do well as well. Unfortunately, all this war mongering about Kashmir is absurd - are there uranium mines under there or what? Economically, does it even makes sense? It does not.

And I've been to Kashmir (the part with India). Those people have more than enough of everything, all modern amenities, things that the rest of India could do well with. You won't meet a single poor guy there! They're friggin competing with Sweden on all sorts of economic stats. The Indian army is literally not allowed in much of Kashmir and people have an autonomous government. Those people are living the socialist's dream, literally living rent free, getting paid by the landlord and then poking at the landlords who are giving them money. :p

And I can assure you none of them have any desire to be with either India or Pak.
