The Pakistani Army has formulated a new three-phased training policy for its forces. The first phase is named "Back to Basic" which started in July 2017 and will continue till June 30, 2018. It is being considered as the foundation tier at the disposal of Commanding Officers for organising and conducting training. The first phase has been designated as 'The Year of Unit Training'.

The second phase will start from July 1, 2018 and will continue till June 30, 2019. The focus of this phase will be on 'Configuration Tier' of training. Training at this level will be targeted at the Brigade and Division level within the ambit of operational contingencies, while also catering to employment in sub-conventional warfare and internal security. The year will be designated as 'Formation Level Training'.

The third phase will start from July 1, 2019 and will end on June 30, 2020. The final year will be 'Sub Conventional Warfare a Keystone Tier' training for command level enabled training graduation to 'Capstone Tier'. This year will be designated as "Command/Army" level.

There have been instances when Chinese engineers were seen at Pakistani posts, as per defence sources.
By changing its training policy, the Pakistani Army is also converting the temporary Mujahid Battalions into permanent Mujahid Battalions. Most of these battalions are deployed in Pakistan Occupied Kashmir. As per sources, 641, 647, 654 and 655 Mujahid Battalions have been converted into Permanent Battalions.

On a serious note, this is a positive step.

Just as the NLI were the people of Gilgit and Baltistan armed and organised as irregulars, initially, and brought into the regular army much, much later, the people of Azad Kashmir had been brought into the Pakistan Army, although they stayed independent for a very long time, even as a regular unit. Now those who did not make it in the first cut, into the Azad Kashmir Regiment, are being given a second bite at the apple, and their membership of the Mujahedin battalions is being regularised as service in the regular army.

This shows that the dynamics of the situation is converting the puppet glove management of these 'irregulars', in the words of the foreign service bureaucracies of all nations, actors of non-state origin, are becoming actors of state origin. It is easier to control regular army units and ensure their presence, and their availability, than something akin to the Territorial Army, with their external compulsions and conflicting calls of duty.

We already have the conversion of weapons squads into entire Light Anti-Tank Battalions and Heavy Anti-Tank Battalions, showing how the top leadership of the PA is spreading out their capabilities to cover all bases. For the Siachen region, they have the NLI; that was, I suspect, much of their raison d'etre initially. Their jurisdiction extended to Baltistan as we all saw for ourselves, where their non-regular status allowed for their being called non-state actors and 'mujahedin'. Now, for the lower reaches, as a layer behind the Rangers and in front of the Army, working with SSG personnel and Army personnel in BAT formation, we have these Mujahedin. On the plains, it remains the Rangers all the way through to the sea. On the western border, we have the Frontier Corps, beefed up and strengthened considerably, again acting as the forward component of a multi-layered offensive-defensive formation (this is not the way they use the term, it is used here to illustrate the dual nature of their western border formations).

It is interesting to note that they now have significant forces in the KPK region and in Balochistan. Those deputations represent a thinning out of the forces on the eastern frontier, and regularising these hitherto half-hidden assets is an aid to replace the regular formations that have gone on to active service in their other border regions. It is inevitable that they will make more and more local recruitments and bring in more and more light infantry/ rangers kinds of formations, to continue to give them the flexibility of operating in the northernmost theatres with as much cannon-fodder as they need.
