I doubt india will buy yes F18 maybe
the problem with India when it comes to acquiring U.S. jets (F-15, F-21 or F-18) is it has been predominantly monopolized by Dassault, Mikoyan and Sukhoi, the U.S. is still considerably new to the Indian aviation market, especially coming to the defence realm of aspects.
Boeing is having high hopes, that they will either make a major sale of the F-18 Block III or F-15EX, at this point they don't care which one, as long as India orders one or the other, problem also focusing on this, India is highly focusing their interest in "advancing" their Rafale fleet (possibly adding more to their fleet as well) and focusing on their own aviation projects (TEDBF, AMCA, Tejas MK2 and various others)

now when we refer to Lockheed Martin, remember they are very, very greedy when it comes to sales and they personally don't care if they sale 40 F-16V Block 70/72 jets to Pakistan for example, while allowing India to locally assemble 114 F-21s under license. recently, Lockheed proposed (once again) that they will build an MRO facility in India, if they accept the F-21

the main reason I personally think India will reject the F-21 isn't because they don't "like it", but it would also cause a logistical nightmare since they would fly Rafale, Su-30MKIs at the same time.
