Qatar lays off foreign worker

My nephew had applied for work in Qatar airlines last year. After passing the test and interview, he had completed the requirements only to be told that they had to wait for word from Qatar. That was September. And after months of waiting, the sad news is that Qatar is laying off employees who are mostly foreigners.

What is happening to Qatar? Is this cost-cutting because of the low price of oil in the world market? Or is it a prelude to an impending war in the Middle East?
