While your right that there's no place for this in any walk of life, I think in organizations such as the military, it's been a lot easier to get away with or cover up in the past.

Maybe now though, with people becoming more aware of what's happening, it will become less and less. Either that or it will just get covered up even more so people just think it's being dealt with.

Maybe what the military needs are more female officers. They'd see to it that those who are under their command "behave" themselves. If there are any sexual assaults, the victims would report the issue and considering the fact that the person in charge is "one of their own" she would most likely take action against those responsible. That, I believe, would help a little.
I think you are right, the culture of the armed forces is very male and rape does not seem to be that big a deal to them. Maybe if there was a woman in charge it would be a different story and things would get reported and actually dealt with.
