Russia’s Izhevsk Electromechanical Plant Kupol is in talks with Iran to upgrade the latter’s Tor-M1 air defense batteries.

“Iran has been operating a large number of our Tor-M1s. We [Iran and Russia] are holding talks about a possible modernization of the Tor-M1. We provide [Iran] with spare parts and train personnel. The work continues,” said Vyacheslav Kartashov, liaison for military-technical cooperation and government contracts.

I can see clearly that the weapons business is probably the biggest business in the world, and these nations will stop at nothing to keep the money flowing in. Iran and Russia teaming up could be a force, Merging military production is going to be needed for smaller nations as well.

Its not about money at all rather the geo-politics geo-strategic factors that determine who should be armed and who shouldn't. Iran is under sanctions imposed by the west and will do anything it can to protect itself from any aggressions.
