July 8 (UPI) -- Russian leaders have praised 14 sailors who died in a fire aboard a nuclear research submarine last week, saying their actions averted what could've escalated into a "planetary catastrophe."

The fire broke out aboard the deep-water research sub near the Arctic on July 1. Russian President Vladimir Putin said the top secret submarine had a nuclear reactor aboard.

Defense Minister Sergei Shoigu said the fire started in the submarine's battery compartment, but the sailors acted quickly to seal off the flames to prevent widespread damage.

"The nuclear reactor on the vessel is completely isolated," Shoigu told Putin. "All the necessary measures were taken by the crew to protect the reactor, which is in complete working order."

Deputy Andrei Kartapolov said the sailors are heroes for sealing a hatch that closed off other parts of the submarine. Officials lauded the men during funerals in St. Petersburg over the weekend.

The 230-foot submarine is the Russian navy's most advanced deep water vessel, capable of diving to depths of nearly 20,000 feet. But few details are known about its mission. The submarine works in tandem with larger submarines and may have been tethered to the Podmoskovye atomic submarine at the time of the incident in the Barents Sea, officials said.

MOSCOW (Sputnik) - The new concept of a non-nuclear aircraft carrier for the Russian Navy provides for over 40 aircraft, jets and sea drones to be placed on it, Pavel Filippov, director general of the developer of the model, Krylov State Research Centre, said in an interview.

The research centre has developed a new concept of a multipurpose non-nuclear aircraft carrier for the Russian Navy, with a displacement capacity of 40,000 tonnes.

The cost of the new carrier is estimated at 200 billion roubles ($3.13 billion), and construction is expected to take five years.
"According to our concept, the aircraft carrier will be able to house around 40 aircraft and jets, or even more", Filippov said.

Filippov added that the aircraft carrier could also possibly house Russia's newest Okhotnik type sea drones and a naval version of Russia's Su-57 fighter jet.
"Theoretically, we could place a certain number of these fighters on board if a naval version is created, with the weight reduced and some elements of construction changed", he noted.

The Russian Defence Ministry signed a contract to purchase 76 Su-57 fighters at the recently held Army-2019 defence forum.

Russia creates secret arms payment mechanism with India

After nearly a year of being at an impasse, Russia’s arms deal negotiations with India have moved forward.

Moscow and Delhi have agreed to a new settlement scheme for defense contracts, which have been under US sanctions since 2018, said Vladimir Drozhzhov, deputy director of Russia’s Federal Service for Military-Technical Cooperation, on Tuesday.

The details of how this mechanism works are classified, Drozhzhov emphasized. The scheme, which is “fully agreed upon”, is “permanent and mutually acceptable to both parties”, and will be in place for “the entire duration of the signed contracts”.

The new mechanism will enable Russia to sell India S-400 Triumph anti-aircraft missile systems. “The first system will be delivered within 24 months after the transfer of the prepayment,” noted Drozhzhov. This will take place “at the end of 2020 or a bit later,” and the deliveries will be completed by 2024-25.

India and Russia have also agreed on payment schemes for deals involving project 11356 frigates and 18 Su-30MKI fighters.

“We have [also] received offers to supply more than 20 modernized MiG-29 fighters and a request to upgrade around 450 T-90 tanks,” Drozhzhov noted.

The law imposing sanctions on Russia’s defense export sector came into force in the US at the end of November 2017. Since 29 January last year, the White House has been authorized to impose restrictions on any organizations involved in “significant deals” with Russian defense enterprises. This concerns both the buyers and the banks facilitating the transactions.

In April last year, India suspended its payments to Russia’s defense export agency, Rosoboronexport, for existing contracts, and put on hold the negotiations concerning new ones, because the Indian banks had begun to block the transactions out of fear of secondary sanctions.

Rosoboronexport is considering the possibility of transitioning to payments in national currencies – Indian rupees, rubles, UAE dirhams, said Alexander Mikheev, director of the agency at the time.

Russia resolved a similar payments issue with Indonesia, which purchased 11 Su-35 fighters, through a barter scheme. Instead of currency payments, Russia accepted palm oil, rubber crumbs and other Indonesian goods, which covered roughly half of the cost ($1.1 billion), a source close to Rosoboronexport told the Vedomosti news agency.

Russia's new Lamatin class carrier, which is being proposed to replace the Kuznetsov. The Lamatin can carry 60 aircraft, 6-10 unmanned aerial vehicles, and has a crew of 2,800. it includes 1 sky jump, 2 electromagnetic catapults and 4 arresters. It will also include 4 Palma CIWS.

Russia is planning to start construction on the Cayman Landing Ship, which will be larger then the Ivan Gren class and will go towards the Pacific Fleet. the main differences is the Cayman class will carry 1 Ka-52K, 1 Ka-29 and 1 Ka-27 as well as be fitted with 6 landing ships
