ISTANBUL (Reuters) - Syrian government forces have attacked a Turkish observation point in Syria’s Idlib province, Turkey’s Defence Ministry said on Thursday, in what it assessed to be a deliberate attack involving 35 mortar shells.

Three Turkish soldiers were slightly wounded in the attack, the defence ministry said in a statement, and some equipment and facilities were damaged. Ankara has made representations to Moscow about the incident, it said.

Regime, Russia Bombardment Kills 28 in Northwest Syria

Regime and Russian air strikes and shelling have killed at least 28 people including seven civilians in embattled northwest Syria, the Syrian Observatory for Human Rights said Friday, despite a ceasefire announced by Moscow.

The civilians were killed in regime air strikes and shelling on the south of Idlib province and the north of Hama province Thursday, said the war monitor.

Russian and regime air strikes also killed 21 militants in the same region the same day, the Britain-based monitor added.

The Idlib region of some three million people is supposed to be protected from a massive regime offensive by a buffer zone deal that Russia and Turkey signed in September.

But it was never fully implemented, as militants refused to withdraw from a planned demilitarised zone.

In January, the Hayat Tahrir al-Sham alliance extended its administrative control over the region, which includes most of Idlib province as well as adjacent slivers of Latakia, Hama and Aleppo provinces.

The Syrian regime and Russia have upped their bombardment of the region since late April, killing more than 360 civilians, according to the Observatory.

ISTANBUL (Reuters) - A Turkish observation post in Syria’s Idlib region was attacked with mortar fire and shelling from an area controlled by Syrian government forces, causing damage but no casualties, the Turkish Defence Ministry said on Sunday.

The ministry said its forces immediately retaliated with heavy weapons and it made representations to Moscow over the incident, the second attack of its kind within a week.

“It is impossible for us to tolerate the regime’s harassment targeting our soldiers. We will put them in their place,” Turkish Foreign Minister Mevlut Cavusoglu said in a televised speech in the southern Turkish province of Hatay, bordering Syria.

The ministry did not specify when the shelling occurred, but said the attack was launched from what it named the Tall Bazan area and it was assessed to be deliberate.
Russia, which supports Syrian President Bashar al-Assad in his country’s civil war, and Turkey, long a backer of rebels, co-sponsored a de-escalation agreement for the area that has been in place since last year.

But the deal has faltered in recent months, forcing hundreds of thousands of civilians to flee. Idlib is the last remaining bastion for anti-government rebels after eight years of civil war.

Cavusoglu said the latest “aggression” was contrary to the Idlib agreement which Turkey signed with Russia.

“It is the responsibility of Iran and Russia, with which we have worked in close cooperation on Syria, to halt the regime,” he added.

On Thursday Russia and Syria gave sharply conflicting accounts of a previous attack on a different Turkish outpost.

Turkey blamed Syrian government forces for that earlier attack but Moscow said it was carried out by Assad’s rebel enemies. Russia said on Wednesday that a full ceasefire had been put in place in the area, but Turkey denied this.

The latest incidents highlighted the erosion of the de-escalation deal, agreed last year to shield Idlib from a government assault.

The region is home to hundreds of thousands of people who fled other parts of Syria as government forces advanced through the country since Moscow joined the war on the side of Assad in 2015, tipping the conflict in his favor.

Since April, government forces have increased their shelling and bombing of the area, killing scores of people.

The rebels say the government action is part of a campaign for an assault that would breach the de-escalation agreement. The government and its Russian allies say the action is in response to rebel violations, including the presence of fighters in a demilitarized zone.

Russian media: Israel jamming Syrian aerial defense systems due to poor missile success rates

The Russian site Avia.pro claims to have learned that the actual success rate of Israeli attacks on targets in Syria is only 30-40%.

“In light of this, Israel has begun to jam the Syrian aerial defense systems, in order to somehow improve the effectiveness of the attacks,” the authors write, without specifying their sources.

Israel has not actually commented on its use of electronic warfare systems in an attack on Syria’s Al-Harra province. Israeli Prime Minister Benjamin Netanyahu alluded to Israel’s involvement in the attack when he said that “we will not allow the enemy to entrench itself in Syria”, but no technical details have been provided by the Israelis.

The imaginations of Russian military columnists have been running wild recently. The same Avia.pro reported previously that the Israeli military had been launching “aerostat decoys” from the Golan Heights in an attempt to identify the location of Syria’s S-300 anti-air systems.

Citing an anonymous expert, the authors claimed that while the IDF’s aerostats were in range of the Israeli missile defense systems, Syria’s radio intelligence division was able to intercept their data transmissions and calculate the friend-or-foe codes.

This story was republished and embellished by other Russian news outlets, which claimed that Israel had nearly lost its Iron Dome system.

This is all far from the truth. The Israeli specialists, unlike anonymous Russian experts, are not stupid enough to let the enemy work out its codes, especially given the crampedness of the region and its accessibility to detectors. In the unlikely scenario of such a compromise, the codes would simply be changed.

Such reports in the pro-Kremlin media demonstrate that Israel’s military successes and the impotence of the Russian aerial defense systems used by Syria are galling to the “patriotic” community in Russia. In keeping with the psychological theory of the “collective unconscious”, the frustration of the Russian military is replaced by fantasies and dreams of Israel failing. These fantasies replace reality in the Russian public consciousness, indicating the onset of a collective delusion.

US to Launch Syria-Linked Diplomatic, Security Campaign Next Week

Washington will launch next week a “diplomatic and security campaign” involving meetings in Jerusalem, Paris and Brussels to discuss the Syrian war.

The meetings aim to tackle the future of the east Euphrates area, the Iranian presence in Syria, the war-torn country's political process and the implementation of UN Security Council Resolution 2254.

Asharq Al-Awsat learned on Friday that Paris is scheduled to host on Monday a meeting for representatives from the US, France, Britain, Saudi Arabia, Jordan and Egypt.

UN Special Envoy for Syria Geir Pedersen and head of the Syrian Negotiation Commission Nasr al-Hariri might attend the talks.

The Paris meeting, attended by James Jeffrey, US Special Representative for Syria Engagement and Special Envoy for the Global Coalition to Defeat ISIS, is expected to tackle the standstill in Syria’s political process and Pedersen’s inability to solve the dispute regarding six civil society representatives in the constitutional committee, in addition to the fate of Idlib province.

In a meeting held in the Kazakh capital Nur-Sultan last April, the guarantor countries sponsoring the ceasefire in Syria - Russia, Turkey, and Iran- failed to agree on the names that would represent civil society in the committee.

Syria has been delaying any agreement on the constitutional committee pending the end of the Idlib battle.

Also in Paris, a senior staff meeting of the US-led Coalition fighting ISIS is scheduled for next Tuesday and Wednesday to discuss the future of the ISIS-liberated areaa in east Syria and western Iraq.

As part of the US role in Syria, Jeffrey will also participate in a NATO meeting in Brussels to discuss issues related to the war-torn country.

Meanwhile, US President Donald Trump's national-security adviser, John Bolton, will hold a meeting with his Israeli and Russian counterparts, Meir Ben-Shabbat and Nikolai Patrushev, in Jerusalem to discuss Syria and Iran.

Those separate meetings will set the stage for a possible summit between Trump and Russian President Vladimir Putin on the sidelines of next week's G-20 summit in Osaka, Japan.
