It is actually a good thing. The UN should not be threatened by any country when fulfilling its responsibilities. All they can do right now to allocate fund is a gradual decrease of peacekeeping missions around the globe which is infiltrated by major intelligence agencies.
What makes you think the Veto is for all the 200 signatories of the UN charter?
The main thing these members want to stick to the UN membership is because this way they can borrow from IMF/WB, both of whom come under the UN. And since both these institutions fall under the UN ambit - only the UNO members are allowed to borrow.
