Mostly Syrians, the more than 850,000 migrants entered Greece from Turkey aboard the boats of smugglers. Turkey seemed to have ignored to escape responsibility. It can be remembered that Turkey has strict regulations regarding smuggling of people by cracking down on trafficking groups. For that effort, the EU has promised to pay Turkey 3B Euro for assistance in dealing with the migration problem.

Turkey has the disadvantage of being a frontline state in relation to the war in Syria. Even with external assistance there is the tendency of such emergency situations being turned into cashcows. Some government officials are usually complicit in this. It seems that cracking down on the smugglers has to start with the system, the sword has to cut both ways. In any event, there is no real solution to prevent determined masses fleeing to a better place. They have nothing to lose and everything to gain.
