The UN Security Council late Friday turned down a resolution introduced by the US to indefinitely extend an arms embargo on Iran.

US Secretary of State Mike Pompeo, who appealed to the 15-member Council to vote for the move, said the group’s “failure to act decisively” was “inexcusable.”

“It rejected a reasonable resolution to extend the 13-year old arms embargo on Iran and paved the way for the world’s leading state sponsor of terrorism to buy and sell conventional weapons without specific UN restrictions in place for the first time in over a decade,” he said in a statement.

Pompeo said the US will “never abandon” its friends in the region who “expected more” from the Security Council, in apparent reference to Israel.

"The result of the vote in #UNSC on arms embargo against Iran shows—once more—the US' isolation. US must learn from this debacle. Its attempt to ‘snapback’ sanctions is illegal, and was rejected by int'l community, as was evident today," Iranian UN envoy Takht Ravanchi tweeted after the vote. “Imposition of any sanctions or restrictions on Iran by #UNSC will be met severely by Iran and our options are not limited. And the United States and any entity which may assist it or acquiesce in its illegal behavior, will bear the full responsibility."

According to sources, the resolution faced strong oppression from Russia and China, two veto-holding members of the Council and close allies of Iran.

The powerful pro-Israel lobbying group in the US Congress, AIPAC, said the vote “threatens to further destabilise the region” and is “contrary to the security interests” of the US and its allies.

The US introduced a revised resolution Thursday to the Council after an earlier draft found no favor with members, including US allies.

Iranian President Hasan Rouhani warned of “consequences” if the Council accepted the resolution.

Iranian officials maintained that the move violates provisions of the Joint Comprehensive Plan of Action (JCPOA), also known as Iran nuclear deal, negotiated between Iran and P5+1 countries in 2015.

Reports in US media suggest the Trump administration is considering triggering snapback sanctions next week, as it previously threatened.

The US even circulated a document to Council members that said Washington had “an explicit right” to trigger the snapback clause of UN Resolution 2231 that formed the basis of the historic 2015 deal.

However, experts are of the opinion that the US may not be able to trigger snapbacks since it pulled out from the Iran nuclear deal in May 2018.

Meanwhile, Russian President Vladmir Putin proposed an online summit of the five permanent members of the Security Council, along with Iran and Germany, to discuss the arms embargo and avoid possible confrontation.

Iran has hailed the UN Security Council vote that rejected a US bid to extend an arms embargo on the Islamic republic, saying Washington has "never been so isolated".

In the Security Council vote on Friday, the US got support only from the Dominican Republic for its resolution to indefinitely extend the arms embargo on Iran, leaving it far short of the minimum nine "yes" votes required for adoption.

Eleven members on the 15-member body, including France, Germany and the United Kingdom, abstained.

"In the 75 years of United Nations history, America has never been so isolated," foreign ministry spokesman Abbas Mousavi tweeted.

"Despite all the trips, pressure and the hawking, the United States could only mobilise a small country (to vote) with them," he added, in reference to failed efforts by US Secretary of State Mike Pompeo to rally support for a US resolution.

The embargo on conventional arms sales to Iran is due to expire on October 18 under the terms of a resolution that blessed the 2015 nuclear deal between Tehran and world powers.

Also reacting to the vote, Iran's permanent representative to the United Nations Majid Takht-Ravanchi said that the Council's message meant "no to unilateralism".

"The US must learn from this debacle. An attempt to snapback sanctions is illegal, and was rejected by international community, as was evident today," he added.

Al Jazeera's Assed Baig, reporting from Tehran, said Iran considered the vote a "diplomatic victory over the US", adding that Tehran would have reacting strongly if the arms embargo was extended.

"President Hassan Rouhani had promised a crushing response if the arms embargo was extended. Foreign minister Javad Zarif said the US's approach was feckless and unpredictable," he said.

"The Iranians therefore see this vote as a victory and will use it to show how little support the US has in its approach to Iran."

Ahead of the vote, Iran issued a warning to the United States after it circulated the resolution that would indefinitely extend a UN arms embargo on Tehran.

Rouhani said there would be "consequences" if the UN Security Council were to back the new US resolution.

"We have great hopes that America will fail," Rouhani told a televised meeting of his cabinet on Wednesday. "We have great hopes that America will realise its failure and see its isolation."

President Donald Trump unilaterally withdrew the United States from the nuclear deal in 2018, escalating tensions between the longtime rivals.

(CNN)The UN Security Council rejected a US proposal to extend the conventional weapons embargo on Iran Friday.

With the failure of the resolution, the US is now poised to move to unilaterally trigger snapback sanctions on Tehran -- despite having walked away from the Iran nuclear deal in 2018 -- a potential action that has drawn skepticism and alarm from allies and that experts have warned could spell the end of the landmark agreement.

US Ambassador to the UN Kelly Craft said in a statement Friday the US "has every right to initiate snapback of provisions of previous Security Council resolutions" and "in the coming days, the United States will follow through on that promise to stop at nothing to extend the arms embargo."

The US only drew support for the proposal from the Dominican Republic. Russia and China were opposed while Germany, France, the United Kingdom and eight others abstained.

"The United Nations Security Council is charged with the responsibility of maintaining international peace and security. It failed today to uphold its fundamental mission set," US Secretary of State Mike Pompeo said in a statement Friday.

Why don't middleast engage Iran militarily? while they have already engaged middelast through proxies. They even fired missiles on Mecca.
GCC countries are well off, focussed on economic and diplomatic expansion. Iran is like a mentally-ill person on the playground with a knife and has plenty of other mentally-ill teenage sons running around with knives. Sure, you can take them on, but you won't walk away unscathed - a war with Iran will regress economic progress and inflict huge damage as the GCC is rife with soft targets.

Saudi Arabia always maintain self restraint to the point we can't take it anymore and then when we hit we do it hard. At the moment, we have military advantage over Iran. No need to destroy our economy by taking a military action against a semi paralysed country that has nothing to lose. If a military action is needed, it should be collective.

Saudi Arabia always maintain self restraint to the point we can't take it anymore and then when we hit we do it hard. At the moment, we have military advantage over Iran. No need to destroy our economy by taking a military action against a semi paralysed country that has nothing to lose. If a military action is needed, it should be collective.
Iran is trying to buy time until the US election. The current GCC actions are to target Iran proxies in Yemen, Syria, Libya and elsewhere. Israel is trying to get Iran to retaliate by attacking its facilities directly in the heart. Iran has no option but to restrain itself until Biden can get elected and it can work on resuming the earlier deal. Direct and disproportionate strikes on Iran by US will give Trump ample opportunity to either delay the election, or give him enough public support for getting re-elected. GCC needs to step up these attacks and force Iran to retaliate openly, then let Trump have his war.

U.S. Secretary of State Mike Pompeo said on August 19 that the United States will "soon" seek a return of all international UN sanctions on Iran, in a move that could spell the end of 2015 Iran nuclear accord and plunge the UN Security Council into crisis.

The exact timing of the U.S. diplomatic salvo was unclear, but Pompeo was expected to travel to UN headquarters in New York on August 20 to notify the UN Security Council of the decision to invoke the Iran nuclear deal’s "snapback" mechanism.

The controversial U.S. attempt to reimpose all pre-nuclear deal sanctions follows on the heels of a failure at the UN Security Council on August 14 to extend an international arms embargo on Iran.

The United States has vowed not to let the arms embargo on Iran expire in October as stipulated in the Iran nuclear pact, officially known as the Joint Comprehensive Plan Of Action (JCPOA).

The diplomatic blow revealed how isolated Washington is at the UN over the issue -- the resolution failed with only the Dominican Republic joining the United States and Russia and China voting against, while 11 members including European allies abstained.

That same resistance at the UN Security Council is expected to intensify as the United States acts on threats to trigger a return of all UN sanctions on Iran under a provision, known as a snapback, in UN Security Council Resolution 2231, which enshrined the JCPOA.

Russia and China, as well as European signatories to the nuclear pact, have questioned the U.S. right to trigger the snapback mechanism because U.S. President Donald Trump quit the nuclear deal in 2018 and reimposed unilateral sanctions even though Tehran was complying with its commitments.

The United States claims it remains a "participant" in the accord because it was listed as such in UN Security Council Resolution 2231.

Washington claims it can therefore bring back international sanctions on Tehran, since Iran breached some of its nuclear commitments after the United States exited the deal.

Iran has said it will come fully back into compliance with the JCPOA if the United States abides by its commitments and lifts unilateral sanctions.

Diplomats and analysts say a U.S. attempt to snap back sanctions on Iran would lead to a messy diplomatic battle that could undermine the UN Security Council and potentially collapse what is left of the nuclear deal.
Bureaucratic, Procedural Moves?

Analysts say UN Security Council members will likely use bureaucratic and procedural moves to stall or block the U.S. bid to bring back sanctions once it notifies the body of Iran's non-compliance.
Another option is for the UN Security Council members to respond to the U.S. claim that sanctions have been reimposed "with a collective shrug, making plain that they dispute the move’s legitimacy and that they will neither recognize new sanctions nor give them any effect," the International Crisis Group wrote in a briefing.

Iran has threatened to completely exit the JCPOA and hinted it will pull out of another key nonproliferation treaty if the arms embargo is extended or there is a snapback of sanctions.

Critics of the U.S. bid to extend the arms embargo say it was a cynical effort in order to try to snap back sanctions on Tehran, with the goal of killing the deal or making it difficult for any future U.S. administration to resuscitate it.

Britain, France, and Germany -- all signatories to the JCPOA who have sought to keep it alive -- have expressed worries about the arms embargo ending but oppose U.S. action at the UN because they feared it would end the nuclear deal and damage the UN Security Council.

Experts say U.S. allies in Europe and Iran appear to be trying to wait out the Trump administration, calculating that former Vice President Joe Biden will win the November presidential election and deescalate tensions with Iran.
