different, the Law Enforcement has 3 "branches" : city, county and state and all have different responses
city: obviously, any emergency in the city/city limits
county: areas part of the county/outside the city (depends on the state/area though too)
state: has more power over the 2, and responds to any call in the city, county or state
homeland security is a federal agency
