Which military looks the scariest but has nothing?

Sometimes we watch tv and we see military of other countries. Frankly, some of them look scary. One of the reasons is that in those countries everyone looks similar. In the USA, we are very diverse. When you see an army of another country marching down the street they almost look like robots in some cases because they look much alike relatively speaking. But most of the countries that look scary have no power at all. They are weak. Which countries fit into this boat? North Korea perhaps...
