Why fencing Pakistan-Iran border is important and hurdles in it

Why do we use those hiluxes instead of MRAPS is beyond my comprehension. It seems somebody has done a cost benefit analysis and said OK to lose 20-30 soldiers each month. They are not worth the MRAPS needed to effectively provide security. BTW they call the lead HILUX "Sadqa".
Any idea how much a locally built MRAP would cost?

No Idea of the cost. But a local company called Cavalier Group was supposed to be working with HIT to design and build local MRAPs. Don't know what happened. Maybe @Zulu can shed some light.

Here are the 2 version they have marketed.

Can they make some AF/army bases near the border too? Also pakistan should apply the policy where if iran interferes and stops the work. Then 10km of their territory gets added to Pakistan.

Same policy should be applied with the wannabe state of "Afghanistan" too.

Usually you have mini camps that control sectors. Now each sector could be just 20km or 100km. Depending on the terrain. These sector camps, have larger camps further in country, and then so on and so forth,

Pakistan approves $18.6 million to fence border with Iran

Pakistan’s Economic Coordination Committee (ECC) on Monday approved 3 billion rupees ($18.6 million) in additional funds for the fencing of its border with Iran.

The funds were in the form of a supplementary technical grant.

Pakistan started fencing certain areas of the border in May last year, which Iran is against.

The Senate of Pakistan was informed about the move by the Frontier Constabulary of Balochistan on May 10, 2019.

The 900 km border begins at the Koh-i-Malik Salih mountain and ends at Gwadar Bay in the Gulf of Oman. It passes through a diverse landscape of mountain ridges, seasonal streams and rivers, and is notorious for human trafficking, smuggling and cross-border militancy.

Meanwhile, Pakistan has opened five crossings on the border to allow cargo trucks to cross over to Balochistan, Foreign Office spokeswoman, Aisha Farooqui, confirmed on Tuesday, adding that no individual movement was permitted.

“All five border points are open for cargo only. Pedestrians can come only through Taftan,” Farooqui told Arab News, referring to another crossing on the 900 km Pakistani-Iranian border in Balochistan province.
Pakistan sealed the border on Feb. 24 after Tehran confirmed coronavirus-related deaths.

At Taftan, however, Pakistanis who were in Iran for pilgrimage continued to cross into Balochistan as Iranian authorities stamped them out.
Other crossing points, namely Gabd, Mand, Katagar and Chedgi, remained closed until the National Command and Operation Center (NCOC) decided to open them for transport of dates and other essential commodities.

According to a notification issued by the Ministry of Interior on April 21, the crossing points will remain open three days a week to facilitate trade. Three entry points — Gabd, Mand and Taftan — were reopened on April 21 for up to 50 trucks and 110 pickup vehicles a day.

From Monday, entry of 40 trucks and up to 100 pickup vehicles a day — also three times a week — is allowed at Katagar and Chedgi.

According to the ministry’s notification, the trucks can enter between 8 a.m. and 2 p.m. The vehicles and cargo have to be disinfected after customs clearance. Protective measures are in place to prevent the spread of the virus.

Pakistan, Iran agree on border fencing

ISLAMABAD: Pakistan and Iran have decided to manage more than 900km common border some of the ‘appropriate’ measures included physical installations such as fencing.

This was decided in a meeting held at the Foreign Office Thursday. Pakistan has already unilaterally fenced off a large portion of its common border with Afghanistan while India has fenced off most of the Line of Control (LoC).

Pakistan describes the border “as a border of peace and friendship”. Both countries reaffirmed their commitment to expedite opening new border crossing points with mutual understanding.

The Second Session of Pakistan-Iran Higher Border Commission (HBC) was held at the Foreign Office in which Pakistan’s delegation was led by Director General (Afghanistan, Iran and Turkey) Zahid Hafeez Chaudhry, and Iranian delegation led by Director General of International Legal Affairs of the Ministry of Foreign Affairs, Abbas Bagherpour Ardekani.

The Foreign Office in a statement pointed out that HBC is a mechanism for consultations between the two countries to discuss all border related issues for enhanced coordination at different levels. The first session of the Commission was held in Tehran on 17 July 2017. The second session on Thursday was held in follow up of the decision taken by the leadership of the two countries during Prime Minister Imran Khan’s visit to Iran in April this year.

There have been tensions between Tehran and Islamabad over incidents at the Pak-Iran border which has seen not only non-state actors entering Iran to abduct and harm Iranian security officials. Though Pakistan has investigated and recovered some Iranian border security guards, but some still remain untraced which has seen the Iranian foreign minister to visit Pakistan and demand an end to these abductions.

Smuggling is also a common occurrence resulting in loss of revenues to the government.

Both parties emphasised the necessity of updating border maps and border pillar descriptions and carrying out joint border surveys. “During the Session, the two sides held constructive discussions for effective implementation of existing border mechanisms within the relevant frameworks including agreement for administration of Pakistan-Iran border of 1960. They agreed to further strengthen mutual cooperation in these areas”, the Foreign Office said in a statement. Pakistan says that it enjoys brotherly relations with Iran which are deep rooted in historical, religious, cultural ties and strong people-to-people contacts.

18 markets to be set up along borders with Iran, Afghanistan

ISLAMABAD: The government has decided to establish 18 markets along Pak-Afghan and Pak-Iran borders with a view to boosting trade with the two countries and curbing the menace of smuggling.

The decision was taken at a meeting chaired by Prime Minister Imran Khan on Thursday. He also gave the nod to a plan for setting up three border markets as a pilot project — two in Balochistan and one in Khyber Pakhtunkhwa. These three markets will start operation by February next year.

The meeting decided that stern steps would be taken to check smuggling. Chief of the Army Staff Gen Qamar Javed Bajwa and other high officials attended the meeting.

The prime minister was apprised that an ordinance had been promulgated to curb smuggling of basic food items and currency as it empowered law enforcement agencies to take action against such illegal activities at the country’s airports and borders.

In another meeting of the National Coordination Committee on housing construction and development, the prime minister stressed the need for revising the master plan of Karachi in a shortest possible time so that the metropolis could be protected from basic civic problems like dilapidated drainage and sewerage system, shortage of water and poor transport facilities etc.

Pakistan army has called on Iran to observe principles of ‘non-interference, mutual respect and equality’ in relations with Pakistan.

Pakistan Army Chief General Qamar Bajwa spoke to Iranian Chief of Armed Forces Major General Mohammad Bagheri on Monday after six soldiers including a major from the Pakistan army were killed in a terrorist attack while patrolling the Pak-Iran border on Friday.

ISPR statement

A statement issued by the Pakistan army’s media wing -- Inter-Services Public Relations (ISPR) says that Gen Bajwa told the Iranian commander during his telephone call that Pakistan desires “for regional peace and stability on basis of mutual respect, non-interference and equality”.

“Chief of Army Staff General Bajwa expressed concerns on recent terrorist attack on Pak security forces resulting in shahadat [martyrdom) of six security personnel near Pak-Iran border. Both Commanders resolved to enhance security measures on either side of the border.

“The COAS said that Pakistan has started fencing the border but will require mutual bilateral cooperation to ensure border security and stem smuggling activity, which is also used by terrorists and Narco traffickers for covering their movement. Both also discussed COVID- 19 and need to improve border terminals to address such issues. “

Baloch separatists

Gen Bajwa also told Gen Bagheri to take action against Baloch separatists, who have allegedly taken up refuge on Iranian soil.

Pakistani security agencies believe that over the past few years Iranian intelligence services have forged ties with Baloch separatists to counter Iranian militants, who are allegedly having sanctuaries in Pakistan. This has widened trust deficit between the two countries, making the ethnic Baloch insurgencies on both sides of the border murkier, reported Dawn news.

“Both commanders resolved to enhance security measures on either side of the border,” the ISPR said.

Pakistan and Iran have in the past agreed on a number of border mechanisms, which improved the border security situation, but occasionally incidents happen that further strain the relations between the uneasy neighbours.

Pak-Iran border fence

Pakistan is erecting a border fence along the 909km border with Iran to check the movement of militants, smugglers, and other criminals. Last month, the Economic Coordination Committee of the cabinet had allocated Rs3 billion for the construction of fence.

The two generals also discussed Covid-19 and underscored the need for improving border terminals to deal with the pandemic.

Earlier this week, Foreign Minister Shah Mehmood Qureshi had said that Tehran, because of its crumbling health system, pushed nearly 5,000 Pakistanis across the border after the start of the coronavirus pandemic in Iran.

The DG ISPR said measures were being taken at the Pak-Afghan and Pak-Iran borders as part of border management, which included border terminals, scanner biometric system, border posts, forts and fencing.

He hoped that people on both sides of the border would benefit from it and terrorism could be stopped. He said the capacity of Frontier Corps, KP and Balochistan was being enhanced for effective border management.

He said out of 2,611km long Pak-Afghan border, fencing on more than 1,700km had been completed. In KP, 730km and in Balochistan, 980km had been fenced. During the fencing work, Maj General Babar Iftikhar revealed, more than 70 improvised explosive devices were defused.

He said that work was also continuing on Pak-Iran border fencing and this would be completed by end 2021. Furthermore, he said, over 1,000 border posts and forts were also being built and 400 such posts had already been completed. He said due to improvement in fencing and border management, IED explosions, illegal movement and smuggling had reduced. He said of these targets the most important was to dispel the narrative of the terrorists.

I see no signs of completion in next 13 months, but let's trust the regime once more.

Any financial excuse will be in-admissible, considering the loss of life, amount we spend on security apparatus and loss of revenue in form of smuggling of low quality petroleum products and goods.
