I was asking myself the same question. There are not a real aerial threats from Houthis.

Former president Saleh still have heavily weapons stored around Sana'a the capital which the Saudi led collation are trying to liberate in the few coming days. It is much more to protect ground troops I would say from missiles believed to be under Saleh control. My own analysis and I could be wrong.
