No it would be a start towards that goal and surround India along with us. Also keep their oil supply lines from Middle East and Iran open in case India tries to block them.

They don't want to be a global power. They want to protect their SLOC. Gwader provides them the shortest route to energy resources and Similarly shortest route for their exports to EU and Africa.
If they had global aspirations they will be building basis in Mediterranean as well.
