For a cruise missile that is declared to have the capability of carrying a nuclear warhead...any military worth its salt won't rule out the possibility of it being nuclear tipped.Ballistic missiles can be, but I doubt cruise missiles. Firstly they are hard to pick up on radar. Secondly, how do you know it’s not an aeroplane?
Secondly...most militaries around the world build a threat library. This includes information about said threat...like its radar signature, thermal signature, electronic signature, etc. This is why 5th gen jets fly with Luneberg lens...so their real radar signature remains secret. In short a cruise missile(like Babur for example) will have a different radar signature than that of an aeroplane.
Lastly let's bring this topic to an end...comparing a J15's abilities...and arguing to substitute it with that of a cruise missile...is like comparing apples and oranges.
