Azerbaijan lately seems to buy products with any sort of local production being agreed. It is surprising to a degree because most countries with money don't really care whether they can acquire TOT or not, its just numbers. at least they are trying to improve their defence industrial capabilities.

Indeed not only they are not buying blindly but they pick state of the art stuff.

I recall Azerbaijan announced that they started wanting more along the lines with their deals, that local production be agreed upon. I know during ADEX-2018 many production agreements were signed amongst many countries. Azerbaijan has also been promoting companies such as Pakistan's POF to manufacture certain weapons under license such as the Istiglal AMR and the Zafar pistol for example.

due to the enhancing of military cooperation with Russia, Azerbaijan decided to buy the Ka-52. Russia promoted the Ka-52 along with the Mi-28 to Azerbaijan back in 2014, however the Ka-52 was preferred over the Mi-28 for some reason. it is likely a total of 30-60 Ka-52s will be bought and the Mi-24G/Mi-35M will be inducted to the border troops

Armament includes 1 AK-176 naval gun, 8 Neptune AShMs, Arbalet-K Surface to air missile system, 2 AK-630 CIWS and 2 12,7mm machine guns

highly doubtful because the Project 22160 will be used as an OPV. the Vespa FMC is beating the STM FAC-55.

the Ukrainians are highly desperate for any cash right now, and currently the Azeris are the Ukrainians largest defence partner so the Ukrainians will do whatever it takes to keep their customer satisfied.
-Vespa FMC will be built in Baku's shipyard
-Corsar, Stugna, Skif ATGMs all manufactured with a licensed agreement
-An-178 for both civil, military usage being manufactured currently
-co-production of 100 Mi-17s
-Dozor B with license production of 200-400
that's just the co-production/license ToT they are acquiring from Ukraine in order to strengthen their production of the country, that's not including the deals they have inked with Russia, Belarus or Turkey

Regardless of being desperate for cash as you suggested Ukraine once upon a time used to export cutting edge tech to Russia not sure if it still does though.

a lot of it was aircraft engines, ship engines etc. of course we did acquire some planes from Ukraine such as the An-148 for VIP roles and was even looking at procuring the An-148 one time to be the Porubschik EW platform. we also co-develop the An-70 together
however as we know the Ukrainian-Russian war put all this too a halt.
