actually we were granted a production on agreement on the S-300PMU2 from Russia back in the early 2000's. Russia supplied us the first 8 batteries and we licensed built the other 7 batteries under an agreement, being the largest operator actually in terms of export operators. they are worried about us copying, but right now we are focusing on Navy modernization, air force modernization and armored vehicle modernization. currently last year we introduced a new SAM, HQ-22, to replace HQ-2 operation theatres.That's actually strange unless Russia is skeptical that China might do a replica of the system otherwise China can not export without Russia approval. Also why not the S-300? Even the US has managed to put its hands on the system back in the 80s!
