Chinese navy task force enters Indian Ocean in wake of Maldives crisis: Report
Maldives parliament extends state of emergency

By Asia Times staff February 21, 2018 5:09 AM (UTC+8)
News Corp Australia Network is reporting that a small Chinese navy task force entered the Indian Ocean last week. China’s CCTV7 has also broadcast images of the Chinese ships sailing in the eastern Indian Ocean.

Though it’s not the first time that the People’s Liberation Army Navy has operated in these waters, the Australian report says the deployment is designed to send a message to India and the US to stay out of an unfolding political crisis in Maldives.

“A naval force of at least one modern destroyer, a frigate, an amphibious assault ship and a support tanker entered the Indian Ocean last week,” said the News Corp report, which speculated that the flotilla would “linger” in the area.

In related news, the Maldivian parliament on Tuesday extended an existing state of emergency by 30 days, as protests in the capital Malé and international tensions over the crisis continued to mount.

Ongoing political crisis
Maldivan President Abdulla Yameen declared a 15-day state of emergency on February 5 after his refusal to comply with a Supreme Court decision to free political opposition leaders. The showdown escalated after Supreme Court judges and other political opponents were arrested.

Yameen has forged close ties with China and courted investments from Beijing. New Delhi and Washington are displeased with Yameen’s pro-China stance, and Indian Prime Minister Narendra Modi is reportedly mulling sending troops to Maldives to intervene in the crisis.

Maldivian opposition leader Mohamed Nasheed recently charged that China was “buying up the Maldives” through its ties to Yameen. Nasheed, who is in exile in Sri Lanka, called attention to the sizable debts that Maldives has run up with Beijing. He alleged that China might be tempted to seize public assets such as ports in return.

China will ‘take action’
China’s state-run tabloid Global Times warned in an op-ed on February 13 that Beijing would “take action” if New Delhi unilaterally decided to send troops to the crisis-hit Maldives.

“Without UN empowerment, there would be no righteous cause for any armed force to intervene. China will not interfere in the internal affairs of the Maldives, but that does not mean that Beijing will sit idly by as New Delhi breaks the principle. If India one-sidedly sends troops to the Maldives, China will take action to stop New Delhi,” the daily said in the op-ed.

The picturesque chain of islands in the Indian Ocean is assuming growing strategic importance, along with Sri Lanka, due to its proximity to critical oil shipping lanes to Asia. China is reportedly keen on using Maldives as a base for its warships. The US and India are also said to be interested in building similar bases in the region to counter China.

Chinese warships return to South China Sea as Indian Navy continues heavy deployment around Maldives
1481974097-4955.jpg

A Chinese warship flotilla that had entered the Indian Ocean, reportedly heading for the MaldivesIslands, has turned around and returned to the South ChinaSea, say highly credible Indian Navysources. On Tuesday, Reuters quoted Chinese website Sina.com to report that eleven Chinese warships had entered the Indian Ocean“amid a constitutional crisis in the tiny tropical island chain of the Maldivesnow under a state of emergency”, clearly suggesting gunboat diplomacy at work. However, Indian Navysources say that, while a Chinese flotilla, including a destroyer and a frigate, had indeed crossed into the Indian Oceanthrough the Sunda Strait, it turned around and returned to the SouthChinaSea through the Lombok Strait. The four straits of Malacca, Sunda, Lombok and Ombai Wetarare used by China’s People’s Liberation Army (Navy), or PLA(N), to cross between their bases in the SouthChinaSea and the Indian Ocean. That leaves the PLA(N) with three warships in the vicinity -- its routine deployment in the Gulf of Aden for anti-piracy escort duties. In addition to this “28th Anti-Piracy Escort Force” (APEF), as the three-vessel task force is called, three more PLA(N) warships that had formed the 27th APEF are currently visiting African ports. The Indian Navy, meanwhile, continues maintaining a heavy presence of battle-ready warships in the Arabian Sea, including many close to the Maldives.According to a navy announcement last Wednesday, “A tri-service maritime exercise, codenamed ‘Paschim Lehar’, commenced on the Western seaboard on 12 Feb[ruary 20]18. This exercise includes the participation of a large number of ships, submarines and aircraft from the Western Naval Commandof the Indian Navy.”The announcement also revealed the presence of “Eastern Naval Command, Indian Army, Indian Air Force and the Indian Coast Guard[units that are] also participating to build interoperability.”In all, India has over 40 ships and submarines deployed in Exercise Paschim Lehar, and a similar number of combat aircraft. If further signalling were needed of the ready availability of Indian military power, the Navy also announced that army amphibious forces – specialist units used to assault and capture island targets – were also participating in the on-going exercise.

Contacted for comments, an Indian Navyspokesperson stated: “This is a routine training exercise that is taking place.

It will last for a month.”In simple strategic terms, India’s proximity to the Maldiveslets it project far greater force around the archipelago than the PLA(N), for significantly longer durations. The on-going constitutional crisis in the Maldivesis a contest for influence between the pro-ChinaPresident Abdulla Yameen, and his pro-India predecessor, Mohamed Nasheed, who is currently in exile in Sri Lanka.New Delhi is concerned that the Maldivesis gravitating into Beijing’s orbit, with Yameen signing up for the Belt and Road Initiative. There is worry that Chinacould eventually build a naval base here.Yameen has allowed Beijingto invest in a major port project in the Maldives. That prompted Nasheed to state that Chinawas “buying up the Maldives”.Yameen has responded with a political crackdown. After the Supreme Courtordered the release of jailed opposition members earlier this month, Yameen declared a 10-day state of emergency on February 5.On Monday, Yameen sought parliamentary approval to extend the emergency for 30 days. However, in a press release on Tuesday, the Ministry of External Affairs tweeted: “It is our expectation that the Government of Maldiveswill not be seeking the extension of the State of Emergency and resume the political process with immediate effect.”

China to boost military spending by 8 percent
By Ray Downs
March 05, 2018

(UPI) -- China will increase its military spending by 8.1 percent in 2018 in a bid to further modernize weapons and vessels for the world's largest army, officials said Monday.
Chinese government officials released a budget document that showed the government's plan to spend about $175 billion across all branches of the People's Liberation Army.

"A large part of the growth of the defense budget is to make up for the low military spending in the past and is mainly used to upgrade equipment and improve the welfare of servicemen and women and the living and training conditions of grass-roots troops," said Zhang Yesui, a spokesman for China's National People's Congress.

The 8.1 percent increase is slightly higher than last year's boost of 7 percent.

Despite the increase, China still lags far behind U.S. military spending, which is expected to increase by $80 billion next year to a total of $686 billion.

Yesui also pointed out that China spends less of its gross domestic product on its military than other countries.
"If we take a look at the share of China's defense budget in China's GDP or national fiscal spending and in per capita terms, China's defense input is still smaller than most developing countries," he said.

China says it spends 1.3 percent of its GDP on military spending. Other independent estimates, such as the Stockholm International Peace Research Institute, put that figure at 1.9 percent in 2016.

The United States, meanwhile, spent 3.3 percent of its GDP on military spending.

Only Israel (5.8 percent), United Arab Emirates (5.7 percent), Russia (5.3 percent) and Saudi Arabia (10 percent), spent more of their GDP on defense than the United States.

where are the Area of Operation the KJ-3000 to be sent to?
KJ-3000 will be used to cover the entire country of course, but the KJ-3000 is important to us because we need the AWAC's coverage over the South China Sea, Taiwan Strait and East China Sea.

This is the Type 052E class destroyer, there won't be much difference between the 052D and 052E model aside from the fact the 052E will have a 96 VLS system, compared to the 052D's 64 VLS. It is said that the PLAN wants 10 052E destroyers in service in the future. It will be armed with a PJ45 130mm dual purpose gun, 1 32 VLS for HHQ-9 Long Range Surface to Air Missile and HHQ-16 Medium Range SAM, DK-10A Medium Range SAM, a 64 VLS for CY-5 ASW Missiles and CJ-10 Land Attack Cruise Missiles, 8 YJ-83 Anti-ship missiles, and 2 Type 1130 CIWS, 1 HHQ-10 SAM, and 2 324mm Torpedo Tubes for YU-7 Torpedoes. The 052E destroyer will also carry a Z-20 helicopter
