The Chinese Huaxin Cement will build a new cement plant in Zafarabad district, Jizzakh province, a government resolution said.

The US$ 150 million dollar facility will have the capacity of 1.2 million tons of portland cement per year. The Chinese firm has already set up a company in the form of a limited liability company Huaxin Cement Jizzakh for the project.

The facility is scheduled to be commissioned in December 2019.

The government ordered the Jizzakh province governor office to ensure the allocation of non-agricultural land plot of 81 hectares for the plant before March.

As part of the project, Huaxin Cement Jizzakh was exempted until January 1, 2021 from corporate income tax, corporate property tax, and until October 1, 2020, customs duties on equipment and materials, cars and mechanisms, and special transport facilities, spare parts and components, instruments and tools, technical and design documentation.

Also, the company until October 1, 2020 is exempt from paying:

  • value added tax on works (services) performed by non-residents;
  • various fees, government duties and fees for licensing and certification of services, imported goods, materials, equipment, machinery and components, industrial equipment, vehicles, spare parts, tools, fuels and lubricants.

Investors from the UAE proposed to open a casino in Muynak, Karakalpakstan. The Uzbek Prosecutor General Office confirmed it is closely considering the issue along with other relevant bodies, a government source told The Tashkent Times.

The source added there are also plans to build an international airport, cinemas and introduce a Smart City.

The Jan. 16 resolution of the Cabinet of Ministers called for proposals for the construction of a safari road, holding Rally Muynak, international gastronomic festivals, creating an alley of artisans, and boosting medical and pilgrim tourism.

Gambling and other risk-taking games, including betting games have been outlawed in Uzbekistan since 2007 by a Cabinet resolution.

Muynak is formerly a sea port in western Uzbekistan, now home to only a few thousand residents at most. Its population has been declining precipitously due to the recession of the Aral Sea.

Uzbekistan will set up a shoe manufacturing unit with Belarus in 2019, Nikolay Martynov DG of Marco, a Belarussian leather and footwear company said yesterday on STV television channel.

The deal for a shoe manufacturing JV was signed on the margins of the official visit of the President of Belarus to Uzbekistan. "We were entasked to commission it by the end of 2019. Currently we are dealing with registration, design, selection of material and equipment," said Martynov.

The owner of the technology is the Belarusian company.

Uzbekenergo and Russian Power Machines are working on a phased modernization of power units at the Syrdarya thermal power plant, Uzbekenergo said.

Power Machines has started shipping the equipment, with 5.0 million euro worth of equipment delivered in December 2018.

The US$ 177.1 million turnkey reconstruction project is to be carried out in 3 phases: in 2018-2019 - power units No. 3 and No. 4, in 2019-2020 - power units No. 5 and No. 6, in 2020-2021 - power units No. 9 and No. 10. The capacity of these stations will grow from 1800 to 1950 MW.

In addition, the upgraded and reconstructed power units will be equipped not only with heat-mechanical and electrical equipment, but also with an automated process control system in power units.

Vnesheconombank (Russia) will provide $ 132 million loan of the total US$ 187.3 million project, with the rest to be funded by the Uzbek side.

The Syrdarya thermal power plant was commissioned in 1981 with installed capacity of 3.2 thousand MW. The annual electricity output is at 13 billion kWh, or 32% of the total electricity produced in Uzbekistan

Uzbekenergo and Russian Power Machines are working on a phased modernization of power units at the Syrdarya thermal power plant, the press service of Uzbekenergo said.

PJSC “Power Machines” started shipment of equipment, in December 2018, equipment for the amount of 5.0 million euros arrived.
The reconstruction project is supposed to be carried out in 3 stages: in 2018-2019 - power units No. 3 and No. 4, in 2019-2020 - power units No. 5 and No. 6, in 2020-2021 - power units No. 9 and No. 10. The capacity of these stations will grow from 1800 to 1950 MW. The cost of the contract on a turnkey basis is US$177.1 million.

In addition, the upgraded and reconstructed power units will be equipped not only with heat-mechanical and electrical equipment, but also with an automated process control system.

In order to ensure more efficient operation of automated process control systems in power units and extending their service life, a transition to a high-tech, software complex is envisaged as part of the modernization.

The total cost of the project is US$187.3 million. Vnesheconombank (Russia) will provide a loan of US$132 million. The rest of the project will be funded by the Uzbek side.

Syrdarya TPP was commissioned in 1981 with an installed capacity of 3,200 MW. The annual output of electricity to the united energy system of Uzbekistan is 13 billion kWh, or 32% of the total electricity produced in Uzbekistan.

The delegation of Malaysian company TXMR will visit Uzbekistan in April to discuss the creation of joint production of robotics in the country, Trend reports with reference to Uzbek Ministry of Foreign Affairs.

Foreign Ministry states that Uzbek Ambassador to Malaysia, Ravshan Usmanov, visited the TXMR production facilities, where he met with the executive director of the company, Tengku Farid.

The sides discussed prospects for the creation of modern high-tech enterprises with the attraction of foreign investment in Uzbekistan.

The plant will help to improve the efficiency and profitability of domestic production lines.



The Malaysian side highly appreciated the measures taken by Uzbekistan to modernize the industrial sector, expand the range of import-substituting products and stressed its interest in establishing mutually beneficial contacts.

Uzkimyosanoat (Uz Chemical Industry) and Samsung Engineering will build a US$ 600 million urea and ammonia production plant in Uzbekistan, the presidential press service said.


On February 19, Shavkat Mirziyoyev visited the construction site of the plant Sirdaryo province, Yangiyer city during his trip to the province. The enterprise will produce 400,000 tons of ammonia and 600,000 tons of urea per year.


“Nowhere else you can find such a favorable infrastructure as in Syrdarya. These facilities will help construction and stable operation of the plant, increase investment attractiveness. This is a very profitable, promising project,” the head of state said.


Next year, Uzkimyosanoat together with the Japanese Mitsubishi Heavy Industries plans to complete construction of another plant for production of 660,000 tons of ammonia and 577,500 tons of urea per year. The US$ 985.7 million project is being implemented at Navoiazot – the largest chemical enterprise in Uzbekistan.

Located in Central Asia, Uzbekistan is endowed with rich hydrocarbon resources. The country has developed a program for the oil and gas industry development until 2020.


The program provides for an increase in hydrocarbon reserves in 2014-2020. The increase in reserves of natural gas should reach 485.5 billion cubic meters.


Epsilon Development LLC, a U.S. company, began gas production at the Talimarjan field in Kashkadarya region. It is reported that the expected daily debit of blue fuel will be 250,000 cubic meters per day.


According to local media, the American company began developing the Talimarjan gas field in February of this year. Gas will be sold in the domestic market of Uzbekistan.


Epsilon Development is expected to invest $ 5.2 billion in gas production in Uzbekistan.


Earlier, the American company announced that it will produce gas at fields that are difficult to develop and which require significant costs in the Surkhandarya and Fergana regions. In the next two years, the United States wants to invest $ 2 billion in the development of gas fields in these regions.


According to the State Investment Committee of Uzbekistan, in recent years $11.8 billion have been invested in the country. As many as 73 percent of this amount was invested in the oil and gas sector.
