In a dog fight, an IRST equipped aircarft would negate stealth, and it would boil down to who shoots first.
Air forces that have VERA and not IRST equipped aircraft, would be directed by ground controllers.
Alternatively an IR missiles, could be used as well in the absence of IRST to look, and lock on to a stealth a/c.
Since most credible airforces posses either IRST, and IR missiles, OR both, Tactics would dictate who wins.

here is video of dog fight between rafale and f 22 (which rafale won) although f22 was carrying external fuel tanks with so its maneuverability and stealth was compromised to some extent.EA18G - Growler, with an F22 kill mark.
