Such rivalries are quite detrimental to antiterrorism operations. It has happened elsewhere in East Africa in Kenya where Al Shabbab terrorists raided a mall inflicting heavy casualties on shoppers. Elite units from the police had made good progress before they were withdrawn to pave way for army commandos. The two units even had a brief firefight before they established their identities. It took 4 days for the army to subdue the terrorists. The best antiterrorism operation should without doubt have a unified chain of command.
